Pursuant to Decree No. 43/2003/NĐ-CP dated 2/5/2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Pursuant to Decision No. 68/2002/QĐ-TTg dated June 4, 2002 of the Prime Minister promulgating the Program of Action of the Government to implement Resolution No. 15 NQ/TW dated March 18, 2002 of the Fifth Plenary Session of the Ninth Central Committee of the Party on accelerating industrialization and modernization of agriculture and rural areas for the period 2001-2010;
At the proposal of the Director of the Planning-Finance Department,
DECISION:
Article 1: Approves the Program of Action of the Ministry of Fisheries to accelerate industrialization and modernization of the Fisheries Sector for the period 2001-2010 attached hereto.
Article 2: Units shall be responsible for organizing the implementation of the contents of the Program according to their assigned tasks.
Article 3: The Heads of the Office; Directors of Departments, Bureau Chiefs, Heads of the Inspectorate of the Ministry; Heads of units concerned; Directors of Provincial Fisheries Services and Departments of Agriculture and Rural Development managing fisheries shall be responsible for implementing this decision.
PROGRAM OF ACTION OF THE MINISTRY OF FISHERIES
TO ACCELERATE INDUSTRIALIZATION AND MODERNIZATION OF THE FISHERIES SECTOR FOR THE PERIOD 2001-2010.

The Fifth Plenary Session of the Ninth Central Committee of the Party adopted Resolution No. 15 NQ/TW dated March 18, 2002 on accelerating industrialization and modernization of agriculture and rural areas for the period 2001-2010.
To implement Decision No. 68/2002/QĐ-TTg dated June 4, 2002 of the Prime Minister promulgating the Program of Action of the Government to implement Resolution No. 15 NQ/TW dated March 18, 2002 of the Fifth Plenary Session of the Ninth Central Committee of the Party on accelerating industrialization and modernization of agriculture and rural areas for the period 2001-2010, the Ministry of Fisheries has developed the Program of Action with the following main contents:
I- OBJECTIVES AND REQUIREMENTS OF THE PROGRAM:
The objective of the Program is to successfully implement Resolution No. 15 NQ/TW dated March 18, 2002 of the Ninth Central Committee of the Party to build the Fisheries Sector into a large-scale, modern industry producing goods with increasing productivity, quality, efficiency, competitiveness, and sustainable development based on the application of advanced scientific and technological achievements to meet domestic consumption and export demands, and to build civilized and modern fishing villages. Promote the transformation of traditional fisheries into industrial and modern fisheries.
The requirement of the Program is to fully and promptly implement Decision No. 68/2002/QĐ-TTg of the Prime Minister. On this basis, the Ministry of Fisheries will assign responsibilities, organize, and direct the implementation of the Program of Action of the Ministry to achieve the set goals.
II- MAIN CONTENTS OF THE PROGRAM:
Based on Decision No. 68/2002/QĐ-TTg of the Prime Minister to implement Resolution No. 15 NQ/TW dated March 18, 2002 of the Fifth Plenary Session of the Ninth Central Committee of the Party, the Program of Action of the Ministry of Fisheries to accelerate industrialization and modernization of the Fisheries Sector for the period 2001-2010 includes the following main contents:
1- Reviewing, adjusting, and supplementing the planning of the Sector:
1.1- Developing plans for concentrated aquatic product production zones in accordance with the direction of forming a large-scale aquatic product production industry that meets domestic and international market demands and the ecological conditions of each region.

- Plan for economic restructuring within the Fisheries Sector.
- Plan for processing and marketing aquatic products.

- Plan for nearshore fishing in the East and Southwestern regions for the period 2001-2010.
- Plan for fishing service centers serving offshore fishing from 1996 to 2010.
- Plan for distant-water fishing in the East and Southwestern regions until 2010.
- Plan for nearshore fishing in Central Vietnam until 2010.
- Plan for marine aquaculture in the Northern and North-Central regions for the period 2001-2010.
- Plan for centralized shrimp farming until 2010.
- Plan for developing aquaculture in coastal sand dune areas in Central Vietnam.
- Plan for aquaculture development in the Mekong Delta until
2010.
- Plan for developing aquaculture and land use conversion in low-lying areas of the Mekong and Red River Deltas until 2010.
2- Building and implementing economic programs and projects on structural adjustment towards large-scale production, market integration, application of scientific achievements, particularly biotechnology, to enhance productivity, quality, efficiency, and competitiveness in the development of the Fisheries Sector:
2.1- Developing plans for concentrated aquatic product production zones in accordance with the direction of forming a large-scale aquatic product production industry that meets domestic and international market demands and the ecological conditions of each region.
2.2 Plan for fishing service centers serving offshore fishing from 1996 to 2010.
2.3 Plan for aquaculture in the Southern Plain, Red River Delta, and Central Coast regions.
2.4 Project to ensure fish seed and establish a gene bank for special fish breeds.
2.5 Projects to build fish markets and seafood trading centers and develop markets, improving hygiene and safety conditions for products.
2.6 Plan for the development of the Fisheries Machinery and Logistics Industry up to 2010- Orientation to 2020
3- Building socio-economic development projects:
3.1- Project to adjust the fisheries structure in seven ecological regions: Northern Midland and Mountainous Region, Red River Delta, North-Central Coastal Region, South-Central Coastal Region, Central Highlands, Southeast Region, and Mekong Delta.
3.2 Project to sustainably manage fisheries resources to support the livelihoods of fishing communities.

III- IMPLEMENTATION:
To effectively implement Decision No. 68/2002/QĐ-TTg of the Prime Minister, based on the program drafted according to the contents of Decision No. 68/2002/QĐ-TTg assigned by the Government, the Ministry of Fisheries will focus on directing the work of planning, strategy development, management, and implementation of major programs of the sector, projects, and development plans. Particularly regarding the application of scientific and technological achievements, biotechnology, technical progress, and advanced management methods, the Ministry of Fisheries requires all Departments, Bureaus, Inspectors, Offices, Centers, Institutes, Schools, Holding Companies, Provincial Fisheries Departments, Provincial Departments of Agriculture and Rural Development managing fisheries, the Vietnam Fishermen's Association, the Vietnam Fisheries Processing and Exporters' Association, and information agencies, newspapers, and magazines under the Ministry to promptly organize and implement the specific actions of the Ministry's Program.
1- Provinces are the basic areas for implementing and directing the execution of policies, overall and detailed plans, programs, projects, and initiatives for the industrialization and modernization of the Fisheries Sector. Provincial Fisheries Departments, Provincial Departments of Agriculture and Rural Development managing fisheries, and Holding Companies and companies under the Ministry shall assign leaders to direct units in organizing and implementing the industrialization and modernization program of the Fisheries Sector as assigned in this Decision.

Departments of Fisheries, Departments of Agriculture and Rural Development with fisheries management, General Corporations, and companies under the Ministry shall assign leaders of the Departments, General Corporations, and companies to direct relevant units to implement the action program for industrialization and modernization of the Fisheries sector according to the division of labor set out in this Decision.
Institutes, Schools, Centers, and the Vietnam Fisheries Trade Union shall base their specific action programs on the Ministry's Program to be the core in implementing the policies of industrialization and modernization of the Fisheries Sector as assigned. Associations and professional organizations shall base their appropriate programs to widely implement among members and the public.
2- Departments, Bureaus, Inspectors, and Offices shall review existing programs, projects, mechanisms, policies, and regulations related to them to adjust, supplement, amend, or establish new ones suitable for the sector's development stage.
3- The Minister of Fisheries assigns an Deputy Minister to oversee this work. The Department of Science and Technology serves as the permanent body responsible for general oversight, advising the Minister to monitor and consolidate the situation, urge relevant agencies and units within the program to report regularly to the Minister for reporting to the Government as required.
4- Establishing some pilot models in certain localities and enterprises under the Ministry concerning industrialization and modernization in the fields of fishing, aquaculture, and seafood processing to evaluate and draw lessons for subsequent activities.
5- Annually and periodically, Provincial Fisheries Departments, Provincial Departments of Agriculture and Rural Development managing fisheries, Institutes, Schools, Centers, Holding Companies, and Companies shall conduct mid-term and final reviews of programs and projects implemented at the local and unit levels on the industrialization and modernization of the Fisheries Sector to report to the Ministry of Fisheries and relevant agencies as required.
