DECISION OF THE MINISTER OF EDUCATION AND TRAINING

Regarding the amendment and supplementation of certain Articles of the Admissions Regulations for Secondary Schools and High Schools issued pursuant to Decision No. 08/1999/QĐ-BGD&ĐT dated February 27, 1999 of the Minister of Education and Training

MINISTER OF EDUCATION AND TRAINING

Pursuant to Resolution No. 37/2004/QH11 on education of the National Assembly, 11th term, sixth session;

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 166/2004/NĐ-CP dated September 16, 2004 of the Government stipulating the responsibilities for state management of education;

At the proposal of the Director of the Secondary Education Department,

DECISION:

Article 1. Amending and supplementing certain Articles of the Admissions Regulations for Secondary Schools and High Schools issued pursuant to Decision No. 08/1999/QĐ-BGD&ĐT dated February 27, 1999, which has been amended and supplemented pursuant to Decision No. 08/2001/QĐ-BGD&ĐT dated March 30, 2001 and Decision No. 15/2002/QĐ-BGD&ĐT dated April 4, 2002 of the Minister of Education and Training, as follows:

Clause 1 of Article 6 is amended as follows::

"1. For Grade 6 of Secondary School:

- Students must be confirmed in their primary school record book that they have completed the primary school curriculum or have a certificate confirming completion of the primary school curriculum (for students with difficult circumstances who did not attend regular classes or self-taught candidates and other cases without complete files) issued by the Primary School Principal."

Clause 2 of Article 7 is amended as follows:

"The official record book of the secondary school level if entering Grade 10 of High School."

Clause 4 of Article 7 is amended as follows:

"4. The primary school record book confirmed as having completed the primary school curriculum or a certificate confirming completion of the primary school curriculum (for students with difficult circumstances who did not attend regular classes or self-taught candidates and other cases without complete files) issued by the Primary School Principal (if applying for Grade 6); a secondary school graduation certificate or a supplementary secondary school graduation certificate (if applying for Grade 10). In cases where a certificate has not yet been issued, a temporary certificate must be submitted issued by the Department of Education and Training. Upon admission, the student must continue to complete the file."

Article 19 is amended as follows:

"The Ministry of Education and Training will review the list of students admitted to specialized high schools under higher education institutions."

"The basis for admitting students to Grade 6 of Secondary School includes:

1. The primary school record book confirmed as having completed the primary school curriculum or a certificate confirming completion of the primary school curriculum (for students with difficult circumstances who did not attend regular classes or self-taught candidates and other cases without complete files) issued by the Primary School Principal.

Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations that conflict with this Decision are hereby abolished.

Article 3. 2. Priority and incentive points as specified in Articles 8 and 9 (if applicable)."
