THE MINISTER OF EDUCATION AND TRAINING
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decision No. 246/2005/QĐ-TTg dated October 6, 2005 of the Prime Minister approving the Strategy for the Development of Information Technology and Telecommunications in Vietnam until 2010 and with orientations towards 2020;
Based on the Minutes of the Review of the Training Program for Information Technology and Telecommunications Technicians through Non-formal Education on August 11, 2006;
Considering the proposal of the Director of the Department of Continuous Education.

Article 1. These Regulations on the Continuous Education Program on Information Technology and Telecommunications are hereby promulgated together with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Regulations on the Continuous Education Program on Information Technology and Telecommunications attached hereto shall serve as the basis for compiling teaching materials and directing the implementation of short-term courses leading to certificates in Information Technology and Telecommunications applications.
Article 3. The Heads of the Office, Directors of the Departments of Continuous Education, Planning and Finance, Science and Technology, Heads of units under the Ministry of Education and Training, Rectors of universities and academies, Principals of colleges and vocational schools, Directors of provincial education and training departments, and Directors of information technology and telecommunications training institutions are responsible for implementing this Decision./.
