Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
At the proposal of the Director of the Cadre and Civil Servant Department and the Director of the Institute for Information and Communication Strategies,
DECISION:
Article 1. Position and Functions
The Institute for Information and Communication Strategies is a scientific and technological research organization under the Ministry of Information and Communications, conducting strategic and policy research to serve state management in areas within the scope of the Ministry's administrative management.
The Institute for Information and Communication Strategies performs the function of researching, building strategies, plans, mechanisms, policies, programs, projects, models, solutions for development in postal and courier services; telecommunications and the Internet; broadcasting and transmission; radio frequency; information technology and electronics; press; publishing; radio and television; national information and communication infrastructure; researching updated contents, forecasting trends, evaluating impacts related to economic, social, scientific, and technological issues, organizational and managerial matters within the scope of the Ministry's administrative management; conducting surveys, collecting information, providing data and materials; offering consulting services, technology transfer, training, and supporting individuals, organizations, and businesses operating in areas within the scope of the Ministry's administrative management.
The Institute for Information and Communication Strategies has the international trade name: National Institute of Information and Communications Strategy
Abbreviated as: NIICS
The Institute for Information and Communication Strategies is a self-financing public service unit with legal personality, its own seal and bank account as prescribed by law, with its main office located in Hanoi City.
Article 2. Tasks and Powers.
The Institute for Information and Communication Strategies shall perform the following tasks and powers:
1. Organizing research and building visions, strategies, plans, mechanisms, policies, programs, projects, models, and solutions for development in areas within the scope of the Ministry's administrative management;
2. Organizing research, summarizing practical experiences, assessing impacts, and participating in researching proposals to amend, supplement, and build regulatory legal documents in areas within the scope of the Ministry's administrative management;
3. Organizing research, designing, building databases and information systems; conducting surveys, collecting information related to the activities of the Institute; researching statistics, analyzing, evaluating current conditions, researching international and domestic experiences, forecasting global, regional, and domestic development trends, researching and building organizational and management models in areas within the scope of the Ministry's administrative management;
4. Organizing economic, financial, market research, participating in building management and corporate governance mechanisms, standards, professional practices, and economic-technical norms in areas within the scope of the Ministry's administrative management;
5. Organizing research to participate in building technical standards and regulations in areas within the scope of the Ministry's administrative management;
6. Organizing research on innovation and enhancing internal capacity, building an information society and knowledge-based economy;
7. Organizing research on human resource development to support development in areas within the scope of the Ministry's administrative management;
8. Organizing research on proposals, trials, simulations, applying knowledge and technological solutions through practical models to evaluate, improve, and expand;
9. Organizing consulting services, transferring knowledge and technological solutions, surveying, designing, supervising, and auditing programs, works, and projects in areas within the scope of the Ministry's administrative management; building information technology systems and IT application programs for agencies, units, enterprises, and individuals;
10. Participating in organizing training courses, professional training, and issuing certificates according to the law, disseminating knowledge in areas within the scope of the Ministry's administrative management, and postgraduate education (with permission from competent authorities) in fields researched by the Institute;
11. Organizing cooperation and implementing international cooperation projects and programs in the areas of the Institute's work as assigned by the Minister;
12. Organizing or participating in organizing domestic and international conferences, seminars, and specialized scientific research topics according to the Institute's research fields and the Minister's classification;
13. Publishing scientific publications, electronic information pages based on research results and activities related to the Institute's functions and tasks as prescribed by law; participating in domestic and international information and dialogue activities;
14. Serving as the permanent body of the Ministry in coordinating and developing Economic Zones as directed by the Government;
15. Managing the organization, cadres, civil servants, assets, and files of the Institute according to the law and the Minister's classification;
16. Being authorized to collaborate and cooperate with research institutions, training centers, production and business establishments; industry associations, organizations, and individuals both domestically and internationally to develop activities related to the Institute's functions and tasks, creating additional funding sources to expand the scope and scale of operations consistent with the Institute's functions and tasks according to legal provisions;
17. Performing other tasks assigned by the Minister.
Article 3. Organizational Structure and Staffing
The Institute for Information and Communications Strategy shall have a Director, Deputy Directors, a Scientific Council, and administrative support staff.
The Director shall be responsible to the Minister for the results of performing the assigned functions, tasks, and authorities.
Deputy Directors shall assist the Director in directing all aspects of the Institute's work and shall be responsible to the Director for the tasks assigned to them.
The Scientific Council of the Institute shall consist of a number of scientists, experts, and managers from within and outside the Institute, established by the Director, with the duty of advising the Director on scientific issues related to the Institute's research functions.

The staffing of the Institute shall be developed by the Director and submitted to the Minister for decision. The Director is authorized to decide on signing long-term labor contracts in accordance with the provisions of the law. During each period, the Institute may organize research groups according to topics with the collaboration of forces from affiliated units and Institute associates as decided by the Director.
Functions, tasks, authorities of the Departments and Offices, and the working relationships between units shall be stipulated by the Director.
Functions, tasks, authorities, and organizational structure of the Centers and Branch Institutes shall be developed by the Director and submitted to the Minister for decision.
Article 4. Operation Mechanism of the Institute
The Institute is a scientific and technological organization conducting strategic and policy research to serve the state management of the Ministry, funded by the Ministry of Information and Communications for its operations.
The Institute has independent units under it that cover their own expenses, implementing activities to develop technology and science and technology services in accordance with the provisions of Government Decree No. 115/2005/NĐ-CP dated September 5, 2005, and the guiding documents for the implementation of this Decree.
The Centers and Branch Institutes under the Institute are public scientific and technological service organizations, autonomous, self-responsible, covering their own expenses, registered with business licenses, having seals and separate bank accounts in accordance with the law, enjoying all benefits regarding scientific and technological activities and production and business activities as prescribed by law.
Article 5. Implementation Provisions
This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette. The Decision No. 48/2006/QĐ-BBCVT dated November 30, 2006, of the Minister of Posts and Telecommunications on the functions, tasks, authorities, and organizational structure of the Institute for Postal, Telecommunications, and Information Technology Strategies is hereby abolished.
Article 6. Responsibility for Implementation
The Head of the Office, Heads of the Cadre and Civil Servant Department, Director of the Institute for Information and Communications Strategy, Heads of agencies and units under the Ministry of Information and Communications shall be responsible for implementing this Decision.
