THE MINISTER OF POSTAL SERVICES AND TELECOMMUNICATIONS

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002, of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and agencies at the ministerial level;

Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Postal Services and Telecommunications;

Based on the proposal of the Director of the Cadre and Civil Servant Organization Department and the Director of the Institute for Postal, Telecommunications, and Information Technology Strategy.

DECISION:

Article 1. The Institute for Postal, Telecommunications, and Information Technology Strategy is a research unit under the Ministry of Postal Services and Telecommunications, performing the function of researching updated contents; forecasting; setting development directions; assessing impacts related to economic, social, scientific, technological, organizational, and management issues in the postal, telecommunications, information technology, electronics, Internet, broadcasting, radio frequency, and national information infrastructure sectors (hereinafter referred to collectively as postal, telecommunications, and information technology); developing and proposing to the Minister activities to implement visions, strategies, medium-term and long-term plans, planning, mechanisms, policies, programs, projects, models, and solutions for the development and application in the postal, telecommunications, and information technology sectors.

Article 2. The Institute for Postal, Telecommunications, and Information Technology Strategy has the following tasks and powers:

1. Organizing research and building visions, strategies, planning, medium-term and long-term plans, policies, projects, models, and solutions for the development and application of postal, telecommunications, and information technology in Vietnam.

2. Organizing research and forecasting trends in the world, region, and domestically regarding postal, telecommunications, and information technology.

3. Organizing research, summarizing practical experiences, assessing impacts, and participating in revising and building legal normative documents on postal, telecommunications, and information technology.

4. Organizing research and participating in building standards and economic-technical norms in the postal, telecommunications, and information technology sector.

5. Organizing cooperation and implementing international cooperation projects in the fields of the Institute's work and as assigned by the Minister.

6. Leading or coordinating with domestic and foreign agencies and organizations to conduct research on innovation and enhancing internal capacity, building an information society and knowledge-based economy; organizing training, upgrading, disseminating, and promoting knowledge and postgraduate education (when authorized by competent authorities) in the fields of the Institute's research.

7. Organizing or participating in organizing domestic and international conferences, seminars, and specialized research topics according to the fields of the Institute's research and as classified by the Minister.

8. Organizing research on proposals, testing the application of information technology knowledge and solutions through practical models to draw lessons, improve, and expand.

9. Organizing consulting services, transferring knowledge and information technology solutions to agencies, units, businesses, and individuals for management, development, and application of postal, telecommunications, and information technology.

10. Linking and cooperating with research institutions, training centers, production and business enterprises, industry associations, and individuals in activities related to the Institute's functions and tasks.

11. Organizing surveys, collecting information; designing and building databases and information systems related to the Institute's work areas; researching statistics, evaluating, building quantitative models, analyzing current status, development trends, and applications of postal, telecommunications, and information technology.

12. Publishing scientific journals, electronic information pages based on research results and activities related to the Institute's functions and tasks in accordance with the law; participating in domestic and international information and dialogue activities.

13. Managing organization, cadres, civil servants, staff, assets, files, and documents of the Institute in accordance with the law and as classified by the Minister.

14. Serving as the permanent body of the Ministry in coordinating and developing economic zones as directed by the Government.

15. Receiving funding from the Ministry of Postal Services and Telecommunications and being allocated personnel quotas to operate; actively developing activities related to the Institute's functions and tasks; creating additional sources of funding to expand the scope and scale of research consistent with the Institute's functions and tasks in accordance with the law.

16. Performing other tasks assigned by the Minister.

Article 3. The organizational structure and staffing of the Institute for Postal, Telecommunications, and Information Technology Strategy include:

1. Leadership:

The Institute for Postal, Telecommunications, and Information Technology Strategy has a Director, Deputy Directors, a Scientific Council, and an administrative support staff.

The Director is responsible to the Minister for the results of performing the functions, tasks, and powers set forth in Articles 1 and 2 of this Decision.

Deputy Directors assist the Director and are responsible to the Director for the tasks assigned to them.

The Scientific Council of the Institute consists of some scientists, experts, and managers both within and outside the industry, established by the Director, with the task of advising the Director on scientific issues related to the Institute's research functions.

2. Organizational structure and staffing.

- Office.

- Infrastructure and Industry Division.

- Information Technology and Impact Assessment Division.

- Economics and Market Division.

- General, Information, and International Cooperation Division.

- Ho Chi Minh City Branch.

- Consulting Center for Postal, Telecommunications, and Information Technology.

- Training and Capacity Building Center for Postal, Telecommunications, and Information Technology Management.

- Cooperation and Innovation Center.

Staffing of the Institute is developed by the Director and submitted to the Minister for decision.

During each period, the Institute may organize research groups by topic with the collaboration of units within the Institute and the Institute's cooperating partners as decided by the Director.

The functions, tasks, powers of the Office, Departments, Centers, and Institutes shall be stipulated by the Director.

Article 4The Institute for Postal, Telecommunications, and Information Technology Strategy is a public service entity with legal personality, having its own seal and separate account in accordance with the law; its headquarters is located in Hanoi city.

The Ho Chi Minh City Institute is a subordinate unit of the Institute, having its own seal and separate account in accordance with the law.

Centers under the Institute have their own seals and separate accounts in accordance with the law.

Article 5This Decision takes effect fifteen days after its publication in the Official Gazette. This Decision replaces Decision No. 35/2003/QĐ-BBCVT dated March 12, 2003, issued by the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Institute for Postal, Telecommunications, and Information Technology Strategy.

Article 6. The Head of the Office, the Department Heads of the Cadre and Civil Servant Department, the Director of the Institute for Postal, Telecommunications, and Information Technology Strategy, and the Heads of agencies and units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
