ISSUING THE TEMPLATE FOR THE COLLEGE GRADUATION CERTIFICATE
THE MINISTER OF EDUCATION AND TRAINING
BASED ON THE DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007, ISSUED BY THE GOVERNMENT, PROVIDING THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE DECREE NO. 75/2006/NĐ-CP OF AUGUST 2, 2006, ISSUED BY THE GOVERNMENT, PROVIDING GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;
BASED ON THE DECISION NO. 33/2007/QĐ-BGDĐT OF JUNE 20, 2007, ISSUED BY THE MINISTER OF EDUCATION AND TRAINING, ESTABLISHING THE REGULATIONS ON DIPLOMAS AND CERTIFICATES OF THE NATIONAL EDUCATION SYSTEM;
AT THE REQUEST OF THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT AND THE HEAD OF THE HIGHER EDUCATION DEPARTMENT,
CIRCULAR:
Article 1. Attached to this Circular is a model of a college graduation certificate.
THE COLLEGE GRADUATION CERTIFICATE CONSISTS OF FOUR (4) PAGES, EACH WITH A SIZE OF 19CM X 13.5CM. PAGE 1 AND PAGE 4 HAVE A RED BACKGROUND; PAGE 1 HAS THE NATIONAL EMBLEM, THE TEXT PRINTED ON PAGE 1 IS IN GOLD COLOR; PAGE 2 AND PAGE 3 HAVE A YELLOW BACKGROUND, WITH A BOLD YELLOW BORDER DESIGN, THE NAME OF THE COLLEGE GRADUATION CERTIFICATE IN VIETNAMESE AND ENGLISH IS IN RED COLOR, OTHER CHARACTERS ARE IN BLACK COLOR; THE SUN DISK SEAL IS IMPRESSED IN THE CENTER OF PAGE 2, THE NATIONAL EMBLEM IS IMPRESSED IN THE CENTER OF PAGE 3. THE CONTENTS TO BE ENTERED ON THE COLLEGE GRADUATION CERTIFICATE ARE SPECIFIED IN THE ANNEX ATTACHED TO THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM OCTOBER 1, 2009. ALL PRIOR PROVISIONS CONTRARY TO THIS CIRCULAR ARE ABROGATED.
Article 3. THE CHIEF OF THE OFFICE, THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT, THE HEAD OF THE HIGHER EDUCATION DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING RELATED TO THIS CIRCULAR, AND THE HEADS OF HIGHER EDUCATION INSTITUTIONS SHALL BE RESPONSIBLE FOR THE IMPLEMENTATION OF THIS CIRCULAR.
