ISSUING REGULATIONS ON MANAGEMENT, COUNSELING, VOCATIONAL TRAINING, AND EMPLOYMENT SERVICES FOR DRUG ADDICTS AFTER DETOXIFICATION AT POST-DETOXIFICATION MANAGEMENT CENTERS AND MEDICAL EDUCATION AND SOCIAL LABOR REHABILITATION CENTERS

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
BASED ON THE DECREE NO. 94/2009/NĐ-CP OF OCTOBER 26, 2009 OF THE GOVERNMENT PROVIDING GUIDELINES FOR THE IMPLEMENTATION OF THE LAW AMENDING AND COMPLEMENTING CERTAIN PROVISIONS OF THE LAW ON PREVENTION AND CONTROL OF DRUG ABUSE REGARDING POST-DETOXIFICATION MANAGEMENT,
THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS ISSUES THE REGULATIONS ON MANAGEMENT, COUNSELING, VOCATIONAL TRAINING, AND EMPLOYMENT SERVICES FOR DRUG ADDICTS AFTER DETOXIFICATION AT POST-DETOXIFICATION MANAGEMENT CENTERS AND MEDICAL EDUCATION AND SOCIAL LABOR REHABILITATION CENTERS AS FOLLOWS:
Article 1. THESE REGULATIONS ON MANAGEMENT, COUNSELING, VOCATIONAL TRAINING, AND EMPLOYMENT SERVICES FOR DRUG ADDICTS AFTER DETOXIFICATION AT POST-DETOXIFICATION MANAGEMENT CENTERS AND MEDICAL EDUCATION AND SOCIAL LABOR REHABILITATION CENTERS ARE ATTACHED TO THIS CIRCULAR.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM SEPTEMBER 20, 2010.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE DIRECTOR OF THE DEPARTMENT OF SOCIAL EVIL PREVENTION, AND THE HEADS OF OTHER RELATED UNITS UNDER THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS, THE DIRECTORS OF PROVINCE DEPARTMENTS OF LABOR, INVALIDS AND SOCIAL AFFAIRS, AND ALL RELATED ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR. ANY DIFFICULTIES OR OBSTACLES ENCOUNTERED DURING IMPLEMENTATION SHOULD BE REPORTED PROMPTLY TO THE MINISTRY OF LABOR, INVALIDS AND SOCIAL AFFAIRS FOR STUDY, GUIDANCE, AND SUPPLEMENTATION./.
