CIRCULAR
Regulations on Import Ports for Passenger Cars with Less Than 16 Seats
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
On the basis of Decree No. 98/2017/NĐ-CP Article 18 of the Government's Decree No. 18/2017/ND-CP dated August 18, 2017, stipulates the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
At the proposal of the Director of the Import-Export Department,

Article 1. Scope of Regulation
2. This Circular does not apply to the following cases:
a) Imports and temporary imports for re-export by subjects entitled to preferential treatment or exemption, implemented according to separate regulations of the Government and the Prime Minister;
b) Imports for defense and security purposes pursuant to plans approved by the Prime Minister;
c) Imports for specific purposes as decided by the Prime Minister;
d) Temporary imports for display at trade fairs and exhibitions, followed by re-export; imports for scientific research and testing;
đ) Transit through countries sharing borders and cross-border trade operations.
This Circular applies to traders importing passenger cars with less than 16 seats and related agencies, individuals, and organizations.
Article 2. Applicability

1. Passenger cars with less than 16 seats may only be imported into Vietnam through the following seaport gates: Quang Ninh (Cai Lan), Hai Phong, Thanh Hoa (Nghi Son), Da Nang, Ho Chi Minh City, Ba Ria-Vung Tau. 2. Import procedures shall be carried out in accordance with relevant laws and regulations.
1. This Circular takes effect from January 24, 2022.
2. This Circular replaces Circular No. 06/2019/TT-BCT dated March 25, 2019, issued by the Ministry of Industry and Trade, regulating import ports for passenger cars with less than 16 seats./.

2. This Circular replaces Circular No. 06/2019/TT-BCT dated March 25, 2019 of the Ministry of Industry and Trade on customs clearance for passenger cars with less than 16 seats./.
