Amending and supplementing certain provisions of the Regulation on Assessment and Classification of Students Studying the General Education Program for Lower Secondary and Upper Secondary Levels issued together with Decision No. 02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training and Circular No. 26/2014/TT-BGDĐT dated August 11, 2014of the Minister of Education and Training

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the request of the Director of the Department of Continuing Education;

The Minister of Education and Training issues this Circular to amend and supplement certain provisions of the Regulation on Assessment and Classification of Students Studying the General Education Program for Lower Secondary and Upper Secondary Levels issued together with Decision No. 02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training, which has been amended and supplemented by Circular No. 26/2014/TT-BGDĐT dated August 11, 2014 of the Minister of Education and Training.

Article 1. Amending and supplementing certain provisions of the Regulation on Assessment and Classification of Students Studying the General Education Program for Lower Secondary and Upper Secondary Levels issued together with Decision No.02/2007/QĐ-BGDĐT dated January 23, 2007 of the Minister of Education and Training and Circular No. 26/2014/TT-BGDĐT dated August 11, 2014 of the Minister of Education and Training

1. Amend and supplement Article 6 as follows:

"Article 6. Types of assessment and grading scales

1. Continuous assessment and grading

a) Continuous assessment and grading are carried out during the teaching and education process to assess the implementation of learning tasks and training activities of students according to the subject curriculum and educational activities in the General Education Program for Lower Secondary and Upper Secondary Levels issued by the Minister of Education and Training.

b) Continuous assessment and grading can be conducted directly or online through question-and-answer sessions, writing, presentations, practical exercises, experiments, learning products, and learning portfolios.

c) The number of continuous assessments and gradings is not limited by the points specified in point a, Clause 1, Article 7 of this Regulation.

2. Periodic assessment and grading

a) Periodic assessment and grading are conducted at the end of each educational stage to evaluate the learning outcomes and training performance of students according to the subject curriculum and educational activities stipulated in the General Education Program for Lower Secondary and Upper Secondary Levels issued by the Minister of Education and Training.

b) Periodic assessment and grading include mid-term and final assessments, which are conducted through written tests (on paper or computer), practical assignments, and learning projects.

c) The duration of periodic assessment and grading by written test (on paper or computer) is from 45 minutes to 90 minutes. Test questions are based on the knowledge and skill standards set forth in the General Education Program for Lower Secondary and Upper Secondary Levels issued by the Minister of Education and Training. Practical assignments and learning projects must have guidelines and evaluation criteria before implementation.

3. All assessments and gradings are conducted on a scale of 10 points. If other scales are used, they must be converted to a scale of 10 points. Assessment scores are whole numbers or decimal numbers rounded to the first decimal place."

“1. The procedure for appointing, reappointing accounting managers and accounting supervisors, and assigning accounting supervisors shall be carried out according to the procedure for appointing mid-level professional positions as prescribed in Circular No. 29/2017/TT-BCA dated September 1, 2017 of the Minister of Public Security stipulating the procedures and formalities for appointing, dismissing, demoting, and changing positions within the People's Police, amended and supplemented by Circular No. 49/2023/TT-BCA dated October 18, 2023; Circular No. 77/2021/TT-BCA dated July 15, 2021 of the Minister of Public Security stipulating the list of positions and titles and the allocation and use of titles for police officers and non-commissioned officers of the People's Police, and Circular No. 78/2021/TT-BCA dated July 15, 2021 of the Minister of Public Security stipulating the standards for titles of police officers and non-commissioned officers of the People's Police, and any amendments and supplements to these Circulars (if any) and the following provisions:”

"Article 7. Number of assessment and grading points and scoring methods

1. In each semester, the number of continuous assessment and grading points (abbreviated as ĐĐG), mid-term assessment and grading points (abbreviated as ĐĐG), and final assessment and grading points (abbreviated as ĐĐG) for each student in each subject are as follows:_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.}), mid-term examination and assessment point (abbreviated as MTAP)_{b) The average score for a subject throughout the academic year (abbreviated as "ASay") shall be calculated as follows:}) and final examination and assessment point (abbreviated as FTAP)_ck) of a student for each subject as follows:

a) Continuous assessment and grading:

- For subjects with up to 32 class hours per academic year: 02 (two) ĐĐG_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.};

- For subjects with more than 32 but up to 64 class hours per academic year: 03 (three) ĐĐG_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.};

- For subjects with more than 64 class hours per academic year: 04 (four) ĐĐG_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.}

b) Periodic assessment and grading:

In each semester, each subject has 01 (one) ĐĐG_{b) The average score for a subject throughout the academic year (abbreviated as "ASay") shall be calculated as follows:}and 01 (one) ĐĐG_ck;

2. Students who do not meet the required number of assessment and grading points as stipulated in Clause 1 of this Article due to valid reasons may make up the missing assessments and gradings with equivalent forms, levels of knowledge and skills, and time periods. Make-up assessments and gradings shall be completed according to the plan of the general education institution within each semester or at the end of the academic year.

3. In cases where students do not meet the required number of assessment and grading points as stipulated in Clause 1 of this Article without valid reasons or with valid reasons but do not participate in make-up assessments and gradings, they will receive zero points for the missing assessments and gradings."

3. Amending and supplementing Article 8 as follows:

"Article 8. Coefficient of continuous and periodic assessment and grading points

1. ĐĐG: coefficient of 1;_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.}2. ĐĐG: coefficient of 2;

3. ĐĐG: coefficient of 3."_{b) The average score for a subject throughout the academic year (abbreviated as "ASay") shall be calculated as follows:}"Article 9. Subject results for each semester and the entire academic year

1. The average score of a subject in a semester (abbreviated as ĐTB) is the weighted average of ĐĐG, ĐĐG, and ĐĐG with coefficients as prescribed in Article 8 of this Regulation and calculated as follows:_ckTĐĐG + 2 x ĐĐG: Total points of continuous assessment and grading. ĐTB is a whole number or decimal number rounded to the first decimal place.

4. Amending and supplementing Article 9 as follows:

2. The average score of a subject for the entire academic year (ĐTB) is the weighted average of ĐTB and ĐTB, where ĐTB is given a coefficient of 2:

mcn mhkI + 2 x ĐTB: A whole number or decimal number rounded to the first decimal place."_mhkThe Director of the Office, Heads of the Department of General Education, Director of the Quality Management Agency under the Ministry of Education and Training, Heads of relevant units under the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally-run cities, Directors of Departments of Education and Training, Heads of Educational and Training Divisions, related organizations, and individuals are responsible for implementing this Circular._{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.}This Circular takes effect from August 16, 2021./._{b) The average score for a subject throughout the academic year (abbreviated as "ASay") shall be calculated as follows:} and FTAP_ck with coefficients specified in Article 8 of this Regulation and calculated as follows:

TAP_{In which, ASmsI is the average score for a subject in Semester I and ASmsII is the average score for a subject in Semester II.}: Total regular examination and assessment points. GPA_mhk is an integer or decimal number rounded to the first decimal place.

2. Annual subject average point (GPA_{d) Unsatisfactory Level: All other cases.}) is the arithmetic mean of GPA_{3. Adjustment of Evaluation Levels for Learning Results} with GPA_mhkII, where GPA_mhkII is weighted by a factor of 2:

ASms = (TDS + 2 x ASgk) / (Number of ASs)_{d) Unsatisfactory Level: All other cases.} is an integer or decimal number rounded to the first decimal place.”

Article 2. Responsibility for Implementation

The Director of the Office, the Director of the Department of Continuing Education, the Director of the Quality Management Department, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of the People's Committees of provinces and centrally-run cities, the Directors of Departments of Education and Training, the Heads of Education and Training Divisions, related organizations, and individuals are responsible for implementing this Circular.

Article 3. Effectiveness

This Circular takes effect from August 16, 2021./.
