CIRCULAR

Issuing "National Technical Regulations on Exposure to Electromagnetic Fields from Public Ground-Based Mobile Phone Base Stations"

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Telecommunications dated November 23, 2009;

WHEREAS, the Law on Radio Frequency Spectrum dated November 23, 2009;

WHEREAS, Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of some provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the proposal of the Director of the Science and Technology Department,

The Minister of Information and Communications issues this Circular stipulating National Technical Regulations on Exposure to Electromagnetic Fields from Public Ground-Based Mobile Phone Base Stations.

Clause 4 of Article 6Attached to this Circular are National Technical Regulations on Exposure to Electromagnetic Fields from Public Ground-Based Mobile Phone Base Stations (QCVN 8:2022/BTTTT).

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentEffectiveness

1. This Circular takes effect from July 1, 2023.

2. National Technical Regulations on Exposure to Electromagnetic Fields from Public Ground-Based Mobile Phone Base Stations, designated as QCVN 8:2010/BTTTT, as stipulated in Clause 7, Article 1 of Circular No. 18/2010/TT-BTTTT dated July 30, 2010 of the Minister of Information and Communications on National Technical Regulations on Telecommunications shall cease to be enforced from July 1, 2023.

Article 3. Certificates of inspection for public ground-based mobile phone base stations issued before the effective date of this Circular and still within their validity period shall continue to be applicable until the expiration date stated on the certificate of inspection.

Article 4. The Director of the Office, Heads of Departments under the Ministry of Information and Communications, Heads of provincial and centrally-administered city Information and Communications Departments, and relevant organizations and individuals are responsible for implementing this Circular./.
