Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Department of Import-Export;

The Minister of Industry and Trade issues the Circular stipulating the suspension of temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 1. Scope of Regulation

This Circular stipulates the suspension of temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 2. Applicability

1. Businesses participating in the temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

2. Agencies, organizations, and individuals related to the temporary importation and re-exportation of round logs and sawn timber from natural forests in Laos and Cambodia.

Article 3. Suspension of Temporary Importation and Re-Exportation of Round Logs and Sawn Timber from Natural Forests in Laos and Cambodia

Suspend the business of temporarily importing from Laos and Cambodia for re-exporting to a third country for round logs and sawn timber from natural forests classified under HS Code 44.03 and 44.07 according to the List of Export and Import Goods of Vietnam issued together with Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Minister of Finance.

Article 4. Effective date

This Circular takes effect from January 1, 2024 to December 31, 2027.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. In case the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacing documents.

2. During the implementation of this Circular, if any difficulties arise, businesses and relevant agencies and organizations shall reflect them in writing to the Ministry of Industry and Trade for resolution.
