On the basis of Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Law on Prices; 25 the 11 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;15;

Pursuant to the Price Law dated June 19, 2023;

Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Vietnam Maritime Code regarding maritime activity management;

Decree No. 34/2025/NĐ-CP dated February 25, 2025 of the Government amending and supplementing certain articles of decrees in the maritime sector;

On the basis of Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Construction;

On the basis of Planning-Finance Department and Director of the Vietnam Maritime Administration and Inland Waterways

On the basis of The Minister of Construction issues this Circular issuing

At the proposal of the Head of the cost standards applicable to public service provision information coastal services funded by state budget from regular operating expenses, implemented through procurement.;

Article 1. Scope of Regulation and Applicability

Article 2. Issued along with this Circular are the cost standards

1. Common production cost standards.

2. Management cost standards.

3. Profit margin standards.

Details of these standards are attached as an appendix.

1. This Circular takes effect from October 1, 2025 and applies from the fiscal year 2026.

2. During implementation, the Vietnam Maritime Administration and Inland Waterways shall regularly review the cost standards set out in Article 2 of this Circular to report to the Ministry of Construction for appropriate amendments and supplements in accordance with the law.

Article 3. Effectiveness

3. In case the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the provisions of the amended, supplemented, or replacing legal normative documents./.
