DECREE OF THE GOVERNMENT
Regarding the establishment of the State Academic Council
THE GOVERNMENT
Pursuant to the Law on the Organization of the Government dated September 30, 1992;
promulgates a Decree stipulating the criteria for stratification, ranking framework, and ranking standards for higher education institutions.
DECREE:
Article 1.- Establish the State Academic Council under the Government to review, recognize, and confer academic titles of Professor and Associate Professor for scientific and educational staff.
Article 2.- The State Academic Council has the following tasks and powers:
1/ To review, recognize, and confer certificates of academic titles of Professor and Associate Professor for scientific and educational staff in all fields of expertise.
2/ To revoke the academic titles of Professor and Associate Professor from those who have been recognized but are found not to meet the criteria.
Article 3.-
a) Members of the State Academic Council shall be appointed by the Prime Minister, including:
- The Chairman of the Council is the Minister of Education and Training;
- The Vice-Chairman of the Council is the Deputy Minister of Science, Technology, and Environment;
- The Secretary-General of the Council;
- Council members are Professors or Associate Professors representing various fields of expertise.
b) The Standing Board of the Council consists of the Chairman, Vice-Chairman, and Secretary-General.
c) The Secretary-General of the Council is a full-time staff member of the Council, while other members work on a part-time basis and receive additional allowances.
d) The term of office of the Council is five years.
Article 4.- The State Academic Council conducts reviews, recognizes, and confers certificates of academic titles of Professor and Associate Professor according to the regulations on reviewing and recognizing academic titles decided and issued by the Prime Minister.
Article 5.- Supporting the State Academic Council is the Secretariat and the Council's Office. Members of the Secretariat must hold a Doctorate degree, Associate Doctorate degree, or have academic titles of Professor or Associate Professor.
The total number of staff in the Office and Secretariat of the Council shall not exceed fifteen people. These staff members are directly managed by the Chairman of the Council.
Article 6.- The State Academic Council has its own seal and separate account. The operating funds of the Council are provided by the state budget through the budget of the Ministry of Education and Training.
The headquarters of the Council is located at the headquarters of the Ministry of Education and Training.
Article 7.- This Decree takes effect from the date of signature. This Decree replaces Decree No. 153-HĐBT dated September 25, 1989 on the review of academic degrees and scientific titles of the State. The review and recognition of these academic degrees are assigned to the Ministry of Education and Training.
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally governed cities, and members of the State Academic Council are responsible for implementing this Decree./.
