DECREE OF THE MINISTRY OF LABOR
Establishing worker introduction offices at the Ministry of Labor and regional administrations
THE MINISTER OF LABOR
Pursuant to Decree No. 226/SL dated November 28, 1946, organizing the Ministry of Labor within the current Government;
Pursuant to Decree No. 29/SL dated March 12, 1947, regulating the worker system throughout Vietnam;
Pursuant to Decree No. 169/SL dated April 14, 1948, reorganizing labor agencies;
Pursuant to the Decree of the Ministry of Labor No. 20 dated May 15, 1948, detailing the organization of provincial and regional labor agencies;
Considering it necessary to distribute manpower reasonably,
DECREE:
Article 1. - Now establish worker introduction offices at the Ministry of Labor, regional administrations, and provinces.
Article 2. - The purpose of establishing these worker introduction offices is to:
- Mobilize manpower for production, transportation, and supply sectors,
- Find jobs and introduce employment opportunities for workers without stable employment,
- Organize agricultural worker teams for rice planting and harvesting to be sent to regions with a shortage of agricultural labor,
Article 3. - The person responsible for the worker introduction office at the Ministry of Labor shall be appointed by the Minister's decree.
The person responsible for the worker introduction office at the regional administration shall be an employee of the regional labor department designated by the Director of that department.
The Director of the regional labor department shall consider which province has a relationship regarding the concentration of manpower and establish a worker introduction office in that province, designating an employee to be responsible.
Article 4. - The person responsible for the worker introduction office at the Ministry of Labor shall have the duty to oversee the operations of the worker introduction offices at the regional and provincial levels to implement the purposes stated in Article 2.
Article 5. - Each worker introduction office must have two registers:
- One register recording job application forms, clearly stating name, age, occupation, address,
- One register recording private applications, official letters from government agencies requesting the introduction of workers.
Article 6. - The worker introduction office at the regional level may use a prepayment fund to provide financial assistance to the provincial worker introduction offices needing funds to feed workers during their journey to their place of work. This amount must be repaid by private individuals or agencies employing the workers to the Regional Labor Department.
Article 7. - Those responsible for the provincial worker introduction offices, if not employees of the Ministry of Labor, shall be provided with a monthly allowance of one hundred dong (100đ).
Article 8. - Every three months, the provincial and regional worker introduction offices must submit statistical reports on the number of job applicants and those who have been introduced to work to the central worker introduction office located at the Ministry of Labor.
Article 9. - Expenses for the worker introduction offices shall be covered by the Ministry of Labor budget.
Article 10. - The Heads of the Ministry of Labor Office and the Directors of the Regional Labor Departments shall implement this Decree./.
