Article 1. - NOW ISSUES regulations on the collection and use of fees for reviewing large-scale repair plans, economic technical reports, and economic technical justifications (hereinafter referred to as ETJ).
Article 2.- The Director of the Department of Finance shall be responsible for guiding and organizing the implementation of the collection, management, and use of fees for reviewing economic technical justifications.
Article 3.- This Decision takes effect from the date of signature.
Article 4. - The Head of the Office of the People's Committee of the city, the Chairman of the Economic Technical Justification Review Council, the investors with economic technical justifications, the Directors of Departments, Bureaus, Sectors, the Chairmen of District and County People's Committees shall be responsible for implementing this decision.

REGULATIONS
REGARDING THE COLLECTION AND USE OF FEES FOR REVIEWING ECONOMIC TECHNICAL JUSTIFICATIONS
(ISSUED TOGETHER WITH DECISION No. 1070/QĐ-UB dated July 13, 1993 of the Ho Chi Minh City People's Committee)
A/ COLLECTION OF FEES FOR REVIEWING ECONOMIC TECHNICAL JUSTIFICATIONS:
I. GENERAL PRINCIPLES:
1- All economic technical reports and economic technical justifications from both domestic and foreign sources when submitted to the Economic Technical Justification Review Council of the city must pay review fees, which are deducted from the funds allocated for preparing economic technical justifications.
2- For projects funded from any source, the funds for the work of reviewing economic technical justifications shall be sourced from that funding.
II. AMOUNT OF FEES COLLECTED BY THE ECONOMIC TECHNICAL JUSTIFICATION REVIEW COUNCIL OF THE CITY:
1- Large-scale repair plans and economic technical reports: 0.5% of the investment value.
2- Economic technical justifications:
2.1- Projects reviewed by the city for economic technical justifications.
a) Civil works: 0.5% of the total investment value.
b) Production works and other works: 0.2% of the total investment value.
2.2- Projects reviewed by the central government for economic technical justifications: submit 60% of the amount specified at point A.II.2.1 above, the remaining portion shall be submitted to the National Review Council according to the regulations of the Ministry of Finance.
2.3- National-level important projects: submit 30% of the amount specified at point A.II.2.1 above, the remaining portion shall be submitted to the National Review Council according to the regulations of the Ministry of Finance.
3- Minimum amount:
- VND 200,000 for each large-scale repair plan or economic technical report.
- VND 500,000 for each economic technical justification.
4- Maximum amount:
- VND 500,000 for each large-scale repair plan or economic technical report.
- VND 2,000,000 for each economic technical justification.
III. METHODS OF COLLECTION:
1- When submitting large-scale repair plans, economic technical reports, and economic technical justifications to the Economic Technical Justification Review Council of the city, the investor must pay the review fee for economic technical justifications to the Economic Technical Justification Review Council. The agency authorized by the Economic Technical Justification Review Council to collect these fees is the Secretariat of the Council.
2- In cases where the investor's economic technical justification is submitted to the Council but does not meet the requirements and needs to be reviewed again, the investor must pay an additional 20% of the amount specified at point A.II of this Regulation.
B/ REGULATIONS ON MANAGEMENT AND USE OF FEES FOR REVIEWING ECONOMIC TECHNICAL JUSTIFICATIONS:
1- Management: Entrust the Secretariat to manage these funds and report quarterly on the income and expenditure of this fund to the Economic Technical Justification Review Council, and settle accounts with the Department of Finance in accordance with state regulations.
2- Usage:
- Expenses for organizations and individuals, including both domestic and foreign experts, involved in researching and evaluating economic technical justifications under economic contracts.
- Remuneration for members and specialists participating in the Economic Technical Justification Review Council.
- Training expenses (if any).
- Printing, storage, rental expenses for materials and equipment serving the work of reviewing economic technical justifications.
These expenses need to be budgeted at the beginning of each quarter and the total amount should not exceed the annual revenue.
