Chapter 2107/2007/CT-BGDĐT On Strengthening Guidance for the Organization of the 2007 Secondary School Graduation Examination

DIRECTIVE

Regarding the strengthening of directives for organizing the 2007 General Secondary Education Graduation Examination

In accordance with Directive No. 33/2006/CT-TTg dated September 8, 2006, issued by the Prime Minister on combating corruption and eliminating the disease of achievement-seeking in education, to organize the 2007 General Secondary Education Graduation Examination and Supplementary Secondary Education Graduation Examination (collectively referred to as the 2007 General Secondary Education Graduation Examination) well, the Minister of Education and Training requests the Heads of Units under the Ministry, Directors of Departments of Education and Training, Directors of universities and academies, and Principals of universities, colleges, and vocational schools to strictly implement the following tasks:

1. The 2007 General Secondary Education Graduation Examination will take place on May 30, May 31, and June 1, organized basically as in 2006, carried out seriously, safely, objectively, accurately, in the spirit of being the first examination when the entire sector implements the movement "No to Corruption in Examinations and the Disease of Achievement-Seeking in Education." This is an important preparation for organizing a national secondary education graduation examination, using results to assess secondary education graduation, while serving as a basis for admissions to universities, colleges, and specialized secondary schools according to the plan for reforming examinations of the sector and the directive of the Prime Minister at the meeting between the Prime Minister and the Ministry of Education and Training on April 11, 2007.

2. During the examination period, it is necessary to ensure discipline and examination regulations at all stages of question setting, printing and photocopying questions, invigilation, marking, re-examination, handling examination results, and strictly deal with violations of examination regulations.

3. Candidates and staff involved in organizing the examination must strictly adhere to examination regulations and guiding documents. Candidates bringing prohibited materials and items into the examination room, whether used or not, will be suspended from the examination.

4. During the 2007 General Secondary Education Graduation Examination, universities and colleges have the responsibility to participate with departments of education and training in organizing the general secondary education graduation examination. The Ministry will issue a decision to establish inspection teams authorized by the Ministry to all provinces and centrally-administered cities, consisting of experienced managers and organizers of examinations from universities and colleges, deploying inspection officers directly to inspect and supervise printing and photocopying questions, invigilation, marking, and re-examination. The inspection force will not perform the work already defined for examination boards in the Examination Regulations. The Ministry of Education and Training will not mobilize staff from departments of education and training to join inspection teams authorized by the Ministry.

5. To ensure absolute order and security for the examination, before May 10, 2007, departments of education and training have the responsibility to advise Chairpersons of People's Committees at provincial and centrally-administered city levels to issue directives for Chairpersons of People's Committees at district and commune levels and related departments and organizations at localities to ensure absolute order and security in areas outside examination boards and to direct close cooperation between Chairpersons of People's Committees at district and commune levels and Chairpersons of examination boards.

6. The Steering Committee of the Ministry of Education and Training will establish inspection teams and conduct surprise inspections without prior notice to the inspected units.

7. The Ministry of Education and Training will not use the graduation rate of general secondary education and the rate of good and excellent students in the 2006-2007 academic year to evaluate the competition among provinces and centrally-administered cities regarding education and training.

8. The strict implementation of the examination organization in the spirit of the movement "No to Corruption in Examinations and the Disease of Achievement-Seeking in Education" in the context of uneven quality of teaching and learning, limited material conditions, may lead to a lower graduation rate of general secondary education compared to previous years. To ensure social stability, helping those who have completed the general secondary education program to smoothly enter professional life, educational and training institutions will instruct schools to organize remedial classes during summer for those who meet the examination criteria but have not graduated from general secondary education. The second round of the General Secondary Education Graduation Examination on August 18, August 19, and August 20, 2007, must be implemented seriously and strictly in all stages like the first round.

9. Before May 20, 2007, the Department of Planning and Finance, in collaboration with relevant departments, will work with functional units of the Ministry of Finance, the Ministry of Planning and Investment, and the Government Office to enable the Minister of Education and Training to decide on the fee standard for inspection and supervision work, suitable for different regions, and the payment method for universities and colleges with staff participating in inspection teams. Before June 15, 2007, guide departments of education and training to develop plans for summer remedial funding for students to take the second round of the General Secondary Education Graduation Examination and to support weak students.

This Directive takes effect from the date the Decision amending and supplementing the Examination Regulations is issued. This Directive shall be immediately disseminated to all educational management agencies and educational institutions for implementation. The Examination Steering Committee of the Ministry of Education and Training, Directors of Departments of Education and Training, Directors of universities and academies, and Principals of universities, colleges, and vocational schools are responsible for strictly implementing this Directive. Management officials, teachers, and students fully understand and strictly implement this Directive./.
