NUMBER 211/SL ON AUGUST 20, 1948
CHAIRMAN OF THE VIETNAM DEMOCRATIC REPUBLICIC GOVERNMENT
Pursuant to Decree No. 63 dated November 22, 1945 organizing people's administration at local levels,
Pursuant to Decree No. 91/SL dated October 1, 1947 establishing People's Committees for Resistance and Administration at provincial, district, and commune levels, amended by Decree No. 156-SL dated March 25, 1948 and subsequent decrees,
Pursuant to Decree No. 151-SL dated March 25, 1948 defining the composition of People's Committees for Resistance and Administration at each level and the recognition or designation of members at each level,
Pursuant to Decree No. 150-SL dated March 29, 1948 on People's Councils in enemy-controlled or threatened areas,
At the proposal of the Inter-Ministerial Council,
Considering the current situation,
After consulting with the Standing Committee of the National Assembly and after the Government Council has agreed,
ISSUES THE DECREE:
Article 1
In areas temporarily occupied by the enemy, members of administrative committees within a Commune, District, or Provincial Committee for Resistance and Administration may be proposed by superiors and confirmed by the second-level superior.
Article 2
In areas under enemy threat where People's Councils cannot convene, the replacement of a member of an administrative committee within a Commune, District, or Provincial Committee for Resistance and Administration will be proposed by superiors and confirmed by the second-level superior.
Article 3
Any provisions contrary to this decree are abolished.
Article 4
The Ministers of Interior, Finance, Economy, Justice, and Defense shall implement this decree.
