Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Directive No. 10/2002/CT-TTg dated March 19, 2002 of the Prime Minister on Implementing Resolution No. 08/NQ-TW of the Political Bureau on Key Tasks for Judicial Work in the Coming Period;
Considering the proposal of the Minister of Justice,
DECISION:
Article 1. Approving the National Program on Popularizing, Educating Law and Enhancing Legal Compliance Awareness among Cadres and People in Communes, Towns, and Urban Villages from 2005 to 2010 (referred to as the National Program on Popularizing and Educating Law hereinafter), which includes the following main contents:
1. Objective: To create fundamental changes in enhancing knowledge of law, respect for law, and compliance with law among cadres and people in communes, towns, and urban villages, contributing to preventing and reducing violations of law, maintaining national security and social order and safety.
2. Contents of the Program include: 4 Proposals attached hereto.
Article 2. Implementation and Funding of the National Program on Popularizing and Educating Law.
1. The Ministry of Justice shall take the lead and coordinate with relevant ministries, sectors, mass organizations at the central level and People's Committees of provinces and centrally-administered cities to implement this Program.
2. The funding for implementing the National Program on Popularizing and Educating Law shall be guaranteed by the state budget (including the central budget and local budgets).
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. Responsibilities for implementation
1. Ministries and sectors assigned to take the lead and coordinate in implementing Proposals shall be responsible for effectively and timely implementing the assigned Proposals.
2. The Minister of Justice shall be responsible for inspecting and urging the implementation of this Program.
3. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for enforcing this Decision.

A. Objectives of the Program
I. GENERAL OBJECTIVE:
Creating fundamental changes in enhancing knowledge of law, respect for law, and compliance with law among cadres and people in communes, towns, and urban villages, contributing to preventing and reducing violations of law, maintaining national security and social order and safety.
II. SPECIFIC OBJECTIVES:
1. Enhancing capacity and responsibility in implementing and enforcing laws among cadres and civil servants in communes, towns, and urban villages.
2. Vigorously promoting and guiding the implementation of legal provisions directly related to people's lives, suitable to the target groups, economic and social characteristics, and the situation of law enforcement in each locality.
3. Gradually preventing and reducing violations of law in residential areas; building a healthy living environment within each family and community; creating a strong change in compliance with law in land, complaints, appeals, traffic safety, prevention and control of social evils, environmental protection, forest conservation and development, population... in key areas.
4. Building models and mechanisms for cooperation in popularizing, educating law, and mobilizing compliance with law effectively and suitably to the commune, town, and urban village context.
5. Enhancing the capacity of judicial cadres in communes, towns, and urban villages in popularizing, educating law, and mobilizing compliance with law in the community.
B. Proposals of the Program
I. Proposal One: Disseminating Legal Information to Cadres and People through Mass Media and Cultural Information Institutions in Communes, Towns, and Urban Villages.
1. Content and Objectives:
a) Regularly and selectively disseminating and popularizing laws through various forms on mass media to create a strong change in awareness and compliance with law among cadres and people. Emphasizing the promotion of positive factors and exemplary cases in law enforcement and compliance, while criticizing illegal acts of agencies, organizations, and individuals to enhance the effectiveness of the struggle against crime. Increasing broadcasting time and writing space for legal dissemination in ethnic minority languages.
b) Effectively utilizing the grassroots radio system in disseminating and informing about laws. Training necessary legal knowledge and skills in compiling legal information for radio station staff in communes, towns, and urban villages.
c) Strengthening the dissemination and popularization of laws, mobilizing people to comply with laws through the activities of Mobile Information Teams, Cultural Information Centers, and Cultural Houses at all levels. Building cultural, artistic programs, propaganda, and mobile information campaigns linked to mobilizing compliance with laws, eradicating backward customs and social evils in the community.
d) By 2010, 100% of reporters and editors specializing in legal dissemination and cultural and information staff in communes, towns, and urban villages should regularly receive legal training and education to participate in legal dissemination and mobilizing people to comply with laws.
2. Implementing Agencies:
The Ministry of Culture, Sports and Tourism shall take the lead; the Ministry of Justice, the Ministry of Posts and Telecommunications, the Central Steering Committee for Ideology and Culture, Vietnam Television, Voice of Vietnam Radio, and other news agencies shall cooperate in implementation.
II. Proposal Two: Building and Promoting Legal Dissemination and Mobilization Activities for Compliance with Laws in the Community. In the Community.
1. Content and Objectives:
a) Integrating legal dissemination, education, and mobilization for compliance with laws into the mass movement for building a civilized lifestyle in residential areas; the movement for preventing and combating crime and social evils; grassroots mediation activities; and the implementation of village regulations and community agreements.
b) Selecting some communes, towns, and urban villages in urban, rural, and mountainous areas, and in the Northwest, Central Highlands, and Southwest regions to build model areas in compliance with laws.
c) Establishing community groups in residential areas to participate in legal dissemination and mobilization for compliance with laws suitable to the characteristics of each area and each group of people.
2. Implementing Agencies:
The Vietnam Fatherland Front Central Committee shall take the lead; the Vietnam Farmers' Association, the Communist Youth Union Central Committee Ho Chi Minh, the Vietnam Women's Union Central Committee, the Vietnam Veterans Association, the Ministry of Justice, the Ministry of Culture and Information, and other relevant ministries and sectors shall cooperate in implementing this.
III. THE THIRD PROJECT: Strengthening work on the dissemination and education of laws related to complaints and denunciations at commune, ward, and town levels. ward, town.
1. Content and Objectives:
a) Vigorously promote and disseminate legal provisions regarding public reception and resolution of complaints and denunciations at commune, ward, and town levels through various practical forms, creating significant changes in the understanding and awareness of officials and people about the laws on complaints and denunciations at these levels.
b) Promote compliance with decisions resolving complaints and denunciations that have become legally effective, reinforcing the trust of the people in the correctness of specific resolution decisions; criticize behaviors that abuse the right to file complaints and denunciations to cause disturbances, show contempt for, and oppose the law.
c) Regularly provide training on the dissemination and education of laws for officials responsible for public reception and resolution of complaints and denunciations at commune, ward, and town levels to enhance the effectiveness of legal dissemination and education on complaints and denunciations by officials at these levels.
2. Implementing Agencies:
The Government Inspectorate shall take the lead; the Ministry of Justice, the Ministry of Culture and Information, the Vietnam Fatherland Front Central Committee, the Vietnam Farmers' Association, and other relevant ministries and sectors shall cooperate in implementing this.
IV. THE FOURTH PROJECT: Enhancing the role of judicial agencies and judicial officers in the dissemination and education of laws, raising the legal compliance awareness of officials and people at commune, ward, and town levels. enhance awareness of law compliance among officials and citizens in communes, wards, towns.
1. Content and Objectives:
a) Leverage the position and role of judicial bodies at commune, ward, and town levels in the dissemination and education of laws for officials and people through various suitable and effective forms such as oral propaganda, through legal clubs, through grassroots mediation activities, legal bookshelves...
b) Provide free legal information, guidance, and counseling services regularly to target groups including the poor, policy beneficiaries, and ethnic minorities through legal counseling centers and legal aid organizations.
c) Organize specialized and vocational training on the dissemination and education of laws for the team of judicial officers at commune, ward, and town levels.
d) Establish mechanisms for coordination between judicial agencies and political system agencies and organizations at commune, ward, and town levels in the promotion and dissemination of laws to enhance the legal knowledge of officials and people.
đ) Enhance the role of judicial officers and village police in advising commune, ward, and town authorities on the implementation of tasks to enforce court judgments within their jurisdiction.
Implement propaganda, dissemination, and education of laws to raise the legal compliance awareness of officials and people at commune, ward, and town levels through mobile court sessions and enforcement operations in the area.
2. Implementing Agencies:
The Ministry of Justice shall take the lead; the Central Steering Committee for Internal Affairs, the Supreme People's Court, the Ho Chi Minh National Academy of Politics, and other agencies shall cooperate in implementing this.
C. IMPLEMENTATION OF THE PROGRAM
I. TIMEFRAME FOR IMPLEMENTATION
Chapter I sets forth the National Program on Popularizing and Promoting Legal Education to be implemented from 2005 to 2010, divided into two phases:
1. From 2005 to 2007, the following main activities will be carried out:
a) Developing the projects of the National Program on Popularizing and Promoting Legal Education, specific implementation plans, and organizing their implementation.
b) Identifying key areas and focusing guidance.
c) Organizing a communication campaign; launching a wide-ranging movement among the people to understand and strictly comply with the law.
d) Summarizing the first phase.
2. From 2008 to 2010:
Continuing to implement the National Program on Popularizing and Promoting Legal Education throughout the country. Summarizing the implementation of the National Program on Popularizing and Promoting Legal Education in 2010.
II. MAJOR SOLUTIONS FOR IMPLEMENTING THE NATIONAL PROGRAM ON POPULARIZING AND PROMOTING LEGAL EDUCATION
1. Strengthening the leadership of the Party's Central Committee, the guidance of local authorities at all levels, especially at the commune level; mobilizing the role of the grassroots political system in legal education work at communes, wards, and towns. Mobilizing the participation of neighborhood group leaders, village elders, village chiefs, hamlet chiefs, religious dignitaries, mediation officers, and volunteer forces at the grassroots level in legal education and propaganda, and in mobilizing the people to comply with the law.
2. Enhancing training and capacity building for cadres involved in legal education at the grassroots level of various sectors and localities to meet the requirements of implementing the National Program on Popularizing and Promoting Legal Education. Building policies and systems for cadres and volunteers engaged in legal education work.
3. Implementing legal education and promotion measures in a coordinated manner, suitable for each area, region, and target group at communes, wards, and towns.
4. Reasonably investing in facilities and conditions to serve legal education in ethnic minority regions, mountainous areas, and economically disadvantaged areas. Mobilizing financial support from foreign organizations and community resources to actively participate in legal education work, mobilizing compliance with the law at communes, wards, and towns.
5. Launching a broad movement of law compliance within each household and residential area. Attracting the participation of the people in the implementation of the National Program on Popularizing and Promoting Legal Education; promoting the initiative and self-discipline of the people in understanding the law and voluntarily complying with it.
6. Closely linking the implementation of the National Program on Popularizing and Promoting Legal Education with the nationwide movement for solidarity in building a civilized lifestyle, anti-crime and social evil campaigns in residential areas, and the implementation of economic and social programs, as well as legal application and compliance activities in each commune, ward, and town.
III. ORGANIZATION AND MANAGEMENT
1. The National Program on Popularizing and Promoting Legal Education must be organized and implemented in a coordinated manner, with close and regular cooperation among sectors, levels, mass organizations, and active participation of the entire population.
2. The Ministry of Justice is the managing agency of the National Program on Popularizing and Promoting Legal Education, organizing the management and inspection of the program's activities nationwide, coordinating the direction of project implementation on the same specific site to effectively utilize resources, means, conditions, and personnel to focus on creating changes in predetermined fields.
3. The agencies responsible for the projects establish Project Management Boards, headed by the agency's leadership, with members being leaders of cooperating agencies.
4. Ministries and sectors assigned to lead the projects have the responsibility to build detailed projects to submit to the Prime Minister for approval of content; directly directing and effectively implementing the projects in the National Program on Popularizing and Promoting Legal Education to achieve set goals.
IV. ASSIGNMENT OF RESPONSIBILITIES
1. Ministry of Justice:
a) Building phased plans, annual plans, mechanisms, policies, and solutions to implement the National Program on Popularizing and Promoting Legal Education appropriately and effectively; guiding, inspecting, supervising, and urging the implementation of the National Program on Popularizing and Promoting Legal Education; reporting annually to the Prime Minister on the progress and results of the National Program on Popularizing and Promoting Legal Education.
b) Leading and coordinating with ministries, sectors, People's Committees of provinces and centrally-administered cities to direct pilot implementation of the National Program on Popularizing and Promoting Legal Education in some areas to draw lessons.
c) Coordinating with the Ministry of Finance, the Ministry of Planning and Investment, and related ministries to prepare budgets and necessary means for effective implementation of the National Program on Popularizing and Promoting Legal Education.
2. Ministry of Finance:
a) Leading the development of specific guidelines for managing and using state budget funds to implement the National Program on Popularizing and Promoting Legal Education.
b) Annually, based on the budget estimates of the project leading agencies, reviewing and consolidating them into the annual state budget estimate according to the State Budget Law; simultaneously conducting inspections on the management and use of funds in accordance with assigned functions and tasks.
c) Coordinating with the Ministry of Justice, the Ministry of Home Affairs, and related ministries to develop policies and systems for volunteers engaged in legal education work.
3. The Ministry of Planning and Investment:
Coordinating with the Ministry of Finance to allocate the budget for the National Program on Popularizing and Promoting Legal Education in the annual plan submitted to the Government in accordance with the State Budget Law.
4. People's Committees of provinces and centrally-administered cities:
Developing specific plans and organizing the implementation of the National Program on Popularizing and Promoting Legal Education in line with local conditions; integrating the activities of this program with other relevant programs and plans on the same territory; allocating local budget funds to implement the contents of the National Program on Popularizing and Promoting Legal Education in the locality. Directing the establishment of exemplary models in law compliance in residential areas.
