Pursuant to the Government Decree No. 68/CP dated October 11, 1993, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to the Government Decree No. 86/CP dated December 8, 1995, on the division of responsibilities for state management of product quality;
Pursuant to the Prime Minister's Decision No. 14/1999/QĐ-TTg dated February 4, 1999, establishing the National Food Safety Quality Control Agency;
At the proposal of the Director of the Science and Training Department, the Director of the Legal Affairs Department of the Ministry of Health, and the Director of the National Food Safety Quality Control Agency,
