Regarding the recognition of communes in the Safe Zone area within Thai Nguyen Province

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the People's Committee of Thai Nguyen Province at Circular No. 37/TT-UB dated November 19, 2002, and that of the Minister of Planning and Investment at Circular No. 7542 BKH/DP dated November 28, 2002, regarding the recognition of communes in the Safe Zone area within Thai Nguyen Province,
DECISION:
Article 1. Recognize 34 communes (excluding 9 communes and 1 town in Dien Hoa district which were recognized as communes in the Safe Zone area pursuant to Decision No. 70/TTg dated January 27, 1995 of the Prime Minister) located in Dien Hoa, Dai Tu, Vo Nhai, Phu Yen, Phu Binh, Phu Luong districts of Thai Nguyen Province as communes in the Safe Zone area during the period before August Revolution 1945 and the anti-French colonial resistance war (attached list).
Article 2. From 2003 to 2007, the central budget will support the local budget approximately 30 billion dong annually for investment in infrastructure and protection, preservation of historical relics in communes in the Safe Zone area recognized under Decision No. 70/TTg mentioned above and this Decision in accordance with the spirit of Decision No. 70/TTg dated January 27, 1995 of the Prime Minister on "Protection, preservation of revolutionary historical relics, development of economic and social affairs in the Safe Zone area in Dien Hoa district, Bac Thai province".
Entrust the Chairman of the People's Committee of Thai Nguyen Province to take the lead, coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to examine planning, construction, approval of investment projects to upgrade infrastructure for conservation and preservation of revolutionary historical relics in communes in the Safe Zone area of the province and direct implementation according to current regulations on investment management and construction.
Article 3. The Ministry of Home Affairs shall take the lead, coordinate with relevant ministries and sectors to develop a project on criteria for recognizing places as revolutionary bases (called Safe Zones - ATK) in various historical periods of the revolution and national resistance, and mechanisms and policies applicable to these localities to be submitted to the Prime Minister.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers of the Ministries of Culture, Sports and Tourism, Planning and Investment, Finance, Labor, Invalids and Social Affairs, Home Affairs, Education and Training, Director of the National Ethnic Minorities Commission, Chairman of the People's Committee of Thai Nguyen Province, and relevant agencies are responsible for implementing this Decision./.
