Regarding the recognition of classification levels for military health service units

Pursuant to the Law on Legislative Documents of 2008;
Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
Pursuant to Decision No. 181/2005/QĐ-TTg dated July 19, 2005 of the Prime Minister on the classification and ranking of public service organizations and services;
Implementing Circular No. 23/2005/TT-BYT dated August 25, 2005 of the Minister of Health guiding the ranking of health service units;
Considering the proposal of the Director of the Military Hospital Bureau;
The Minister of National Defense recognizes the ranking of military health service units as follows:
Article 1. Scope of regulation, applicable subjects
1. This Circular stipulates the recognition of ranking for military health service units, including three levels: Level I, Level II, and Level III.
2. Applicable subjects: This Circular applies to agencies, units, and individuals related to the ranking of military health service units.
Article 2. Recognition of ranking for 33 hospitals and research institutes with beds in the military (referred to collectively as hospitals), including:
a) Hospital 103 - Military Medical Academy;
b) Hospital 175 - Ministry of National Defense;
c) Institute of Traditional Medicine - Ministry of National Defense;
d) National Burn Institute Le Huu Trac - Military Medical Academy;
đ) Hospital 17 - Military Region 5;
e) Hospital 121 - Military Region 9;
g) Hospital 354 - General Logistics Department;
h) Hospital 105 - General Logistics Department;
i) Hospital 87 Naval - Navy Command;
k) Institute of Radiation Medicine and Tumor - Military Hospital Bureau.

c) Military-Civilian Hospital - Provincial Military Command of Ca Mau Province - Military Region 9;
d) Military-Civilian Hospital - Provincial Military Command of Tra Vinh Province - Military Region 9.
Article 3. Recognition of ranking for 13 preventive healthcare units in the military, including:
1. Preventive Healthcare Units at Level I:
a) Institute of Hygiene and Epidemiology - Military Hospital Bureau;
b) Southern Preventive Healthcare Center - Military Hospital Bureau.
2. Preventive Healthcare Units at Level II:
a) Hygiene and Epidemiology Team - Military Region 1;
b) Hygiene and Epidemiology Team - Military Region 2;
c) Hygiene and Epidemiology Team - Military Region 3;
d) Hygiene and Epidemiology Team - Military Region 4;
đ) Hygiene and Epidemiology Team - Military Region 5;
đ) Hygiene and Epidemiology Team - Military Region 7;
g) Hygiene and Epidemiology Team - Military Region 9.
3. Preventive Healthcare Units at Level III:
a) Hygiene and Epidemiology Team - Corps 1;
b) Hygiene and Epidemiology Team - Corps 2;
c) Hygiene and Epidemiology Team - Corps 3;
d) Hygiene and Epidemiology Team - Corps 4.
Article 4. Effectiveness
This Circular takes effect from January 30, 2014 and replaces Decision No. 126/2008/QĐ-BQP dated September 8, 2008 of the Minister of National Defense on the recognition of ranking for military health service units.
Article 5. Responsibility for Implementation
The Deputy Chief of General Staff, Director of the General Logistics Department, Director of the Military Medicine Department, commanders of relevant agencies, units, and individuals are responsible for implementing this Circular./.
