Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government stipulating the tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 17/TTg dated October 21, 1992 of the Prime Minister on returning gold, silver, and personal effects temporarily held to certain individuals who have been processed;
Based on the results of verification and assessment by the General Police Department under the Ministry of Interior and the State Treasury Department under the Ministry of Finance regarding the files of 12 original owners from Quang Nam - Da Nang Province;
At the request of the People's Committee of Quang Nam - Da Nang Province in 12 reports numbered 57, 72, 82, 83, 84, 85, 86, 87, 90, 96, 97, 98/TT-UB dated January 12, 1994,

Article 1: Pay to the 12 original owners from Quang Nam - Da Nang Province the converted assets listed below (with detailed list attached)
a. From the State Treasury Fund:
+ Gold 99.99% weighing 5,983.150 grams
+ Various types of silver weighing 4.450 grams
+ Various sizes of diamonds totaling 75 pieces
b. From the Local Government Fund:
+ Various types of silver weighing 1,006.120 grams
+ Various types of precious stones weighing 3,958.130 grams
Article 2: The above assets will be valued in money for payment to each original owner according to the following method:
- Gold 99.99% will be calculated based on the purchase price of the Gold and Silver Trading Company at the time of payment.
- Various types of silver and precious stones will be calculated according to the unified price specified in Circular No. 03/TT-LB dated September 23, 1994 of the Ministry of Finance - Government Price Board.
Article 3: Authorize the Director of the State Treasury Department to sign the decision and organize payments to each original owner according to the attached list.
Article 4: This decision takes effect from the date of signing. The Chairmen of the People's Committees, the Chairman of the Handover Inspection Council of Quang Nam - Da Nang Province, the Director of the State Treasury Department, the Director of the State Budget Department, and the original owners named in the attached list are responsible for implementing this decision./.
