Regarding the approval of the Plan for Developing the Information and Financial Statistics Data System until 2015
Plan for Developing the Information and Financial Statistics Data System until 2015 with the following main objectives and contents:

THE MINISTER OF FINANCE
Pursuant to the Statistics Law dated June 26, 2003 and Decree No. 40/2004/ND-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 03/2010/NĐ-CP dated January 13, 2010 of the Government on the tasks, powers, and organization of statistics for ministries, ministerial-level agencies, and government agencies;
Pursuant to Decision No. 312/QD-TTg dated March 2, 2010 of the Prime Minister approving the Project for Comprehensive Reform of Statistical Indicators Systems;
Upon the proposal of the Director of the Department of Informatics and Financial Statistics,
DECISION:
Article 1. Approve the Plan for Developing the Information and Financial Statistics Data System until 2015 with the following main objectives and contents:
I. Objectives:
1. General Objective: To consolidate and develop the national financial statistical information system in conjunction with the national economic statistical system and the state monetary statistical system to collect comprehensive financial information across the entire national economy, serving the needs for analysis, evaluation, recommendation for policy formulation and adjustment, management and operation, forecasting, and warning about issues related to national financial security, stability, and development.
2. Specific Objectives:
a) To comprehensively reform the financial statistical indicators in line with the comprehensive reform of national statistical indicators in accordance with international standards and practices; to establish local financial statistical indicator systems. To supplement and adjust the statistical indicator system to fully cover all financial areas assigned to organizations to create tools and measures to assist the Government in stabilizing and developing the economy and ensuring social welfare.
b) To integrate and synchronize information collection methods, data processing and synthesis methods, mechanisms, and policies for providing, disseminating, and sharing statistical information.
c) To develop and enhance the application of information technology in all financial statistical activities: data collection, classification, processing, synthesis, dissemination, storage, and sharing of financial statistical information, statistical analysis, and forecasting, thereby forming a unified statistical information system throughout the finance sector.
d) To strengthen and improve the organizational structure and enhance the capacity of the staff involved in statistical work.
e) To establish full conditions regarding mechanisms, policies, legal environment, funding, infrastructure, and other necessary conditions for the financial statistical system from central to local levels to operate in a coordinated manner.
II. Main Tasks of the Plan until 2015:
1. To complete the national financial statistical indicator system to best meet the needs of public financial management and policy formulation in line with international practices.
2. To supplement and amend the regular reporting system of statistical information from units under the Ministry; public financial funds outside the budget, social insurance funds, and health insurance funds.
3. To establish a unified financial statistical reporting system from central to local levels. To strengthen support for provincial finance departments in building and developing local financial statistical work in terms of expertise, capacity, organization, and means.
4. Gradually improve and perfect financial statistical methods, classification tables, common codes for the entire sector to meet the main requirements of the sector from policy formulation and adjustment to management, operation, and forecasting; while being consistent with international standards and facilitating the application of information technology.
5. To supplement and amend software for collecting and analyzing financial statistical data to include information as stated in Task 2 above; while ensuring integration with regular reporting systems, especially the integrated Budget Management and Treasury Information System (TABMIS), Integrated Tax Administration Information System (ITAIS), Customs Information System (VCIS), National Reserve Management Information System.
6. To fully implement activities of exchanging, providing information, and data with the Government and between ministries and sectors to meet the needs for analysis, research, strategic planning, forecasting, warning, and scientific research.
7. To promote standardization and synchronization of data. To build micro and macro statistical databases for the finance sector.
8. To diversify statistical information products, ensuring that statistical information is disseminated promptly, transparently, in compliance with legal regulations, and suitable for Vietnam's reality.
9. To complete the consolidation and improvement of the statistical organizational structure according to Decree No. 03/2010/ND-CP dated January 13, 2010 on the tasks, powers, and organization of statistics for ministries, agencies equivalent to ministries, and government agencies; to enhance the legal environment, infrastructure, funding, and other necessary conditions for the statistical work of the Ministry.
10. To continue to intensify training programs to enhance statistical and forecasting analysis capabilities for staff responsible for financial statistical work throughout the sector.
III. Funding for Building and Implementing the Plan:
1. Estimated implementation funding: 30,570 million VND.
Specific funding will be allocated in the annual budget based on the budgetary capacity and implementation progress (Details in Part V of the attached Plan).
2. Sources of funding: State budget and other legitimate sources of funding as prescribed by law.
Article 2. Implementation
1. The Department of Informatics and Financial Statistics shall be responsible for the main tasks:
a) To study and amend the financial statistical indicators and reports for the entire finance sector to ensure alignment with the requirements for the development and modernization of public financial management, and the comprehensive reform of statistical indicator systems as approved by the Prime Minister's Decision No. 312/QD-TTg dated March 2, 2010.
b) To coordinate with units under the Ministry to standardize concepts and calculation methods for all financial statistical indicators of the entire sector, as well as their application to national statistics.
c) To coordinate with units under the Ministry to develop a program for the application of information technology in statistical work and forecasting analysis of the sector.
d) To organize the provision and sharing of financial statistical information within the entire sector from central to local levels, as well as with other ministries and sectors.
e) Study and develop types of financial statistics products suitable for the needs of each type of subject; develop types of services for exchanging and providing information to subjects with needs based on legal provisions.
f) Organize training courses to enhance the capacity of financial statistics work throughout the sector.
Develop implementation plans and detailed budgets for approved work contents according to the Plan.
2. Other units under the Ministry of Finance shall be responsible for performing financial statistics work in accordance with their functions and tasks as prescribed:
a) Take the initiative to organize and implement contents and programs related to amending and supplementing financial statistics indicators within their areas of responsibility, standardizing concepts and calculation methods for these indicators.
b) Take the initiative to consolidate and improve the organizational structure of the statistical system of the unit.
c) Take the initiative to coordinate with the Department of Information Technology and Financial Statistics to apply information technology to their statistical work, from data collection and synthesis to storage and sharing of information.
d) The Planning and Finance Department has the main responsibility to coordinate with the Department of Information Technology and Financial Statistics to allocate funds for implementing the Plan.
Article 3This Decision takes effect from the date of signature. The Director of the Department of Information Technology and Financial Statistics, the Head of the Ministry's Office, the Director of the Planning and Finance Department, and the Heads of units and organizations under the Ministry of Finance are responsible for enforcing this Decision./.
