Directive No. 22/2002/CT-BGTVT on cadres, workers, and employees of the transportation sector serving as role models to implement Resolution No. 13/2002/NQ-CP dated November 19, 2002, of the Government

 DIRECTIVE

Regarding exemplary implementation by cadres, workers, and employees in the Transport Industry of

Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government

Traffic accidents and traffic congestion are currently severe, becoming a very pressing issue that the Party, State, and society at large are particularly concerned about. In recent years, traffic accidents have caused significant loss of life among cadres, workers, and employees in the Transport Industry, resulting in substantial losses in terms of both human lives and assets for the industry.

Among many factors contributing to the increase in traffic accidents and traffic congestion, a very important factor is the poor awareness of law compliance and civic responsibility among traffic participants. This situation is also prevalent within the Transport Industry, with many cadres, workers, and employees in the Transport Industry, as well as in units under the Ministry, not being exemplary in adhering to traffic laws and regulations, frequently engaging in violations such as driving motorcycles without a driver's license, not wearing helmets on sections of road where helmet-wearing is mandatory, allowing children who are underage to ride motorcycles, encroaching upon the protected areas of transport infrastructure, roadways, sidewalks...

The prolongation of this situation is partly due to the responsibility of unit heads who have not sufficiently prioritized leadership and education of cadres, workers, and employees under their management to comply strictly with traffic laws and regulations.

To address these shortcomings and deficiencies, and to resolutely implementResolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and gradually reduce traffic accidents and traffic congestion, with the spirit that cadres, workers, and employees of the Ministry of Transport must take the lead and set an example in implementing the Resolution's measures, the Minister of Transport requests all departments, institutes, bureaus, schools, Vietnam Railway Corporation, provincial Departments of Transport, holding companies, companies, factories, and units throughout the industry to immediately implement the following measures:1. Units shall base themselves on the content of the Resolution, their functions and responsibilities, and the division of labor from the Ministry to proactively and urgently implement tasks assigned to the Ministry of Transport by the Resolution.

2. Disseminate the Resolution to every cadre, worker, and employee in the unit. Develop a plan to implement the Resolution within the unit, treating this as a key political task, with the head of the unit directly directing the implementation of the plan.

3. Compile a list of cadres, workers, and employees in the unit who drive motorcycles but do not have a driver's license or compulsory motor vehicle third-party liability insurance, and publicly announce it at the unit, while simultaneously contacting relevant authorities to organize training, examination, and issuance of driver's licenses and sale of compulsory motor vehicle third-party liability insurance at the workplace.

4. Remind cadres, workers, and employees to be exemplary and adopt appropriate measures to include in the office rules requiring everyone to wear helmets when riding motorcycles and bicycles, and supervise the implementation of this rule.5. Encourage cadres, workers, and employees who do not need to travel during working hours and whose homes are served by bus routes to use public transportation. If a unit has a large number of cadres, workers, and employees located in areas without bus routes, they should organize shuttle services or contract with transportation units to provide shuttle services for their staff. 6. Encourage cadres, workers, and employees who do not really need motorcycles or bicycles to refrain from purchasing them to reduce the increase in motorcycles and bicycles.

7. Cadres and civil servants must set an example by encouraging family members to comply with traffic laws and regulations, such as wearing helmets when riding motorcycles or bicycles, having a valid driver's license for motorcycle operation, not allowing children who are underage to ride motorcycles, not encroaching upon the protected areas of transport infrastructure, roadways, sidewalks...

8. Units must impose appropriate disciplinary actions on cadres, workers, and employees who violate traffic laws and regulations and are subject to administrative penalties, considering this as a criterion for commendation, salary adjustment, promotion, and advancement.9. Unit heads must closely coordinate with trade unions, Ho Chi Minh Communist Youth Union, and other mass organizations to regularly promote and educate cadres, workers, and employees to be exemplary in complying with traffic laws and regulations, and to criticize and condemn violators. The content of traffic safety and the content of this Directive must be included in regular unit activities. Unit heads must cooperate with law enforcement agencies to identify any violations by cadres, workers, and employees under their jurisdiction and inform the entire unit. 10. Heads of units under the Ministry are responsible before the Minister for implementing Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government, as well as managing cadres, workers, and employees under their jurisdiction to strictly adhere to traffic laws and regulations and this Directive.11. The Transport Newspaper is requested to publish the full text of this Directive and establish a column to encourage and remind of its implementation.12. The Legal Transportation Department is responsible for monitoring and summarizing reports to the Minister monthly at the coordination meeting on the implementation of the Resolution and this Directive.

Request the heads of departments, institutes, bureaus, schools, Vietnam Railway Corporation, provincial Departments of Transport, holding companies, companies, factories, and units throughout the industry to immediately organize the implementation of this Directive, reporting periodically to the Ministry (Legal Transportation Department).

Suggest the Association of Transport Trade Unions direct subordinate trade unions to cooperate with the administration to strictly implement this Directive./. traffic safety order such as wearing helmets when riding motorcycles or motorbikes, having a driving license for motorcycle operation, not allowing children under age to ride motorcycles, and not encroaching For transportation enterprises, holding companies, companies, factories, and units throughout the industry, immediately organize the implementation of this Directive and periodically report to the Ministry (Legal Affairs Department of Transportation).on protecting traffic works, road surface, sidewalks...

8. Officials, workers, and employees who violate traffic safety regulations shall be subject to administrative penalties, and their units must impose appropriate disciplinary measures, considering this as a criterion for commendation, salary increase, promotion, and advancement evaluation.

9. Unit heads must closely cooperate with trade unions, Ho Chi Minh Communist Youth Union, and other mass organizations to regularly publicize and educate officials, workers, and employees to strictly comply with traffic safety laws, while criticizing and condemning violators. The content of traffic safety and this Directive must be included in regular unit activities. Unit heads must coordinate with law enforcement agencies to identify any violations by their staff and inform the entire unit.

10. Heads of subordinate units under the Ministry are responsible before the Minister for implementing Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government, as well as managing their staff's strict compliance with traffic safety laws and this Directive.

11. Transport News shall publish the full text of this Directive and have a column to encourage and remind of its implementation.

12. The Legal Affairs Department for Transport is responsible for monitoring and compiling monthly reports to the Minister at the coordination meetings on the implementation of the Resolution and this Directive.on the coordination meeting regarding the implementation of the Resolution and this Directive.
