THE MINISTER OF EDUCATION AND TRAINING

Pursuant to the Education Law dated June 14, 2005.

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies.

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training.

Pursuant to Decree No. 166/2004/NĐ-CP dated September 16, 2004 of the Government stipulating the responsibilities for state management of education.

Based on the proposal of the Director of the Personnel Department.

Article 1. Attached to this Decision are the Regulations on the Training and Utilization of Teachers Who Have Not Yet Met the Required Qualifications.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations that conflict with this Decision are hereby abolished.

Article 3. The Head of the Office, the Director of the Personnel Department, the Director of the Planning and Finance Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of provincial education and training departments, the Rectors of universities and colleges, the Principals of vocational secondary schools, the Heads of ministries, ministerial-level agencies, and government-affiliated agencies with universities, colleges, and vocational secondary schools, the Chairpersons of provincial People's Committees directly under the Central Government are responsible for implementing this Decision./.
