Pursuant to the Agreement between the Ministry of Trade of the Socialist Republic of Vietnam and the Ministry of Trade of the Lao People's Democratic Republic on goods benefiting from preferential import tariff rates, signed on July 28, 2005;
Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;
Pursuant to Circular No. 0449/TM-NgT dated April 19, 2006 of the Ministry of Trade of the Lao People's Democratic Republic;
At the proposal of the Director of the Import-Export Department.
Amend Article 3 of Decision No. 07/2006/QĐ-BTM dated January 26, 2006 of the Minister of Trade on importation under tariff quotas for goods originating from Laos with a zero percent import tariff rate as follows:

Article 1. "Article 3
. Business entities holding a business registration certificate importing rice, tobacco leaves and stems, and motorcycle accessories originating from Laos shall be entitled to a zero percent import tariff rate within the tariff quota. For tobacco leaves and stems, only enterprises that have been notified of their 2006 tobacco raw material import plan by the Ministry of Industry may import."Abolish Appendix II - List of enterprises designated by the Lao Ministry of Trade for export of goods under tariff quotas to Vietnam in 2006 attached to Decision No. 07/2006/QĐ-BTM dated January 26, 2006 of the Minister of Trade.
Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette and remains in force until December 31, 2006./.
