THE MINISTER OF THE MINISTRY OF POSTS AND TELECOMMUNICATIONS
Pursuant to the Ordinance on Posts and Telecommunications dated May 25, 2002;
Pursuant to the Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to the Decree No. 157/2004/NĐ-CP dated August 18, 2004 of the Government detailing the implementation of certain provisions of the Ordinance on Posts and Telecommunications concerning postal services;
Pursuant to the Decree No. 128/2007/NĐ-CP dated August 2, 2007 of the Government on express delivery services;
Based on the proposal of the Director of the Postal Department.
DECIDES:

Article 1. To reserve for the Vietnamese Postal Service the provision of services for collection, sorting, transportation, and delivery using physical means, information in the form of addressed documents (including combined express delivery services and direct mail advertising services), with individual weight not exceeding two (02) kilograms, and at lower rates than follows:

- Eight thousand Vietnamese dong (8,000 VND) per item for domestic express delivery services and for the delivery phase within Vietnam of international inbound express delivery services;

- One hundred and fifty thousand Vietnamese dong (150,000 VND) per item for outbound international express delivery services from Vietnam to foreign countries.

The scope reserved for the Vietnamese Postal Service does not include the provision of express delivery services for books, newspapers, magazines, and regular publications.

The Vietnamese Postal Service shall provide reserved postal services in accordance with current legal regulations on price control and service quality management.

Article 2. Other express delivery enterprises may provide services outside the scope of services reserved for the Vietnamese Postal Service as specified in Article 1 of this Decision.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Head of the Office, Directors of Departments under the Ministry, Heads of agencies and units under the Ministry, General Directors of Vietnam Post Corporation, and Directors of enterprises operating express delivery services are responsible for implementing this Decision./.
