Circular No. 22/2011/TT-BGDĐT on scientific and technological activities in higher education institutions shall apply to universities under the Ministry of Education and Training. This Circular replaces Decision No. 19/2005/QĐ-BGD&ĐT and takes effect from July 13, 2011.

CIRCULAR
Enact regulations on scientific and technological activities in higher education institutions

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decree No. 81/2002/NĐ-CP dated October 17, 2002 of the Government detailing the implementation of certain provisions of the Law on Science and Technology;
Pursuant to Decision No. 58/2010/QĐ-TTg dated September 22, 2010 of the Prime Minister promulgating the "University Charter";
At the proposal of the Director of the Department of Science, Technology and Environment,
The Minister of Education and Training decides:
Article 1. The regulations on scientific and technological activities in higher education institutions are hereby issued together with this Circular.
Article 2. This Circular takes effect from July 13, 2011. This Circular replaces Decision No. 19/2005/QĐ-BGD&ĐT dated June 15, 2005 of the Minister of Education and Training on scientific and technological activities in universities under the Ministry of Education and Training. All previous provisions contrary to the provisions of this Circular are abolished.
Article 3. The Heads of the Office, the Department of Science, Technology and Environment, the Heads of units under the Ministry of Education and Training, the Heads of higher education institutions, and the Heads of public service units under the Ministry of Education and Training are responsible for implementing this Circular.
