||| Regulations on the importation of salt, sugar, and poultry eggs under tariff quotas for the year 2012

Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 44/2011/NĐ-CP dated June 14, 2011 of the Government amending and supplementing Article 3 of Decree No. 189/2007/NĐ-CP of the Government; Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries;
Pursuant to Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions stipulated in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries;
After consultation with the Ministry of Agriculture and Rural Development and the Ministry of Finance, the Minister of Industry and Trade hereby regulates the importation of salt, sugar, and poultry eggs under tariff quotas for the year 2012 as follows:

Article 2. Principles for issuing import licenses under tariff quotas
1. Trading entities shall be allocated tariff quotas for importing salt, sugar, and poultry eggs in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions stipulated in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international trade activities and agency purchase, sale, processing, and transit of goods with foreign countries.
2. The Ministry of Industry and Trade shall allocate a tariff quota of 100,000 tons of industrial salt to trading entities directly using it as raw material for chemical production and 2,000 tons of refined salt to trading entities directly using it as raw material for pharmaceutical and medical product production.
3. The Ministry of Industry and Trade shall allocate a tariff quota of 50,000 tons of refined sugar and raw sugar to trading entities directly using sugar as raw material for production and 20,000 tons of raw sugar to trading entities producing sugar for refining to supply for production and consumption.
Article 3. Effectiveness
This Circular takes effect from August 6, 2012 until December 31, 2012.
