Regulations on certain management contents for organizing rowing, canoe, and traditional boat racing activities rowing, canoe, and traditional boat racing

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;

“1. Position

Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.

The Minister of Culture, Sports and Tourism issues this Circular to regulate certain management contents for organizing rowing, canoe, and traditional boat racing activities.

Article 1. Scope of Regulation

This Circular regulates certain management contents for organizing rowing, canoe, and traditional boat racing activities.

Article 2. Applicability

This Circular applies to organizations and individuals organizing rowing, canoe, and traditional boat racing activities in Vietnam.

3. There must be a cross-section diagram of the race track marking important points on the track; detailed instructions on traffic rules on the track; detailed maps of the starting area, finish area, and competition area.

1. The location for organizing competitions shall be carried out in accordance with Articles 4, 5, 6, 7, and 8 of this Circular.

2. There must be areas for assembling and repairing boats, starting areas on land, sanitation areas, changing rooms, and parking areas.

3. There must be detailed diagrams and instructions regarding traffic rules on the race course, starting areas, and relaxation areas as prescribed by competition laws.

4. There must be bridges or docks with signage for boarding and disembarking from boats.

5. Areas for mooring motorized boats and rescue boats must be located at least 20 meters away from the athlete boarding and disembarking docks.

6. There must be barriers on land in the area 200 meters before the finish line and 50 meters after the finish line.

7. Barriers separating the race course and spectators must be placed at least 2 meters from the water's edge.

8. Water surface conditions: The competition area must have a flat water surface with a current not exceeding 0.2 meters per second.

9. For competitions held on rivers or seas, safety buoys must be placed at least 150 meters away from the competition area; each buoy must have a diameter of no less than 45 centimeters, and the color of the buoys must be yellow or red.

10. For high-performance sports competitions, the boundaries between lanes on the race course must be marked by a line of floating buoys along the entire length of the lane. Each buoy must be yellow and red, constructed from soft, elastic material; the diameter of each buoy must be 15 centimeters, and the distance between each buoy must comply with the regulations set forth in the competition laws.

11. Security, public order, environmental hygiene, and fire prevention must be ensured in accordance with the law.

Article 4. Conditions for the Rowing Race Course

1. The rowing race course must be 2,150 meters long in a straight line in one direction, with a width of no less than 108 meters.

2. The minimum depth of the competition area must be no less than 3.0 meters.

3. The structure and installation of equipment on the race course must comply with specific regulations of the International Rowing Federation (FISA).

Article 5. Conditions for the Canoe and Traditional Boat Racing Course

1. The race course for distances of 1,000 meters, 500 meters, and 200 meters:

a) The length of the race course must be 1,200 meters in a straight line in one direction, with a width of no less than 81 meters.

b) The depth of the competition area must be no less than 2.0 meters.

c) The structure and installation of equipment on the race course must comply with specific regulations of the International Canoe Federation (ICF).

2. The race course for distances greater than 1,000 meters:

a) The length, depth of the competition area, structure, and installation of equipment on the race course must be carried out according to the provisions of Clause 1 of this Article.

b) Turning points must be arranged: The radius of each turning point must be no less than 31.5 meters, and the width of the turning area must be no less than 63 meters; each turning point must be marked with six flags according to the regulations of the International Canoe Federation (ICF).

c) The starting line is also the finishing line.

3. For mass sports competitions: the number of lanes and the length of the race course must comply with the regulations stipulated in the Competition Rules.

Article 6. Conditions regarding equipment

1. There must be at least four specialized motor boats to serve the Arbitration Committee and the Organizing Committee managing the competition.

2. Communication devices for members organizing and managing the competition must be available.

3. There must be at least three cameras to record the finish line, starting lineup, and events on the race course.

4. Other management equipment must comply with the regulations stipulated in the Law on Competition.

Article 7. Medical and safety conditions

1. Athletes participating in the competition must have a health certificate issued by a medical facility that has been licensed and meets all conditions specified in Circular No. 14/2013/TT-BYT dated May 6, 2013 of the Ministry of Health, within 60 days from the opening day of the competition.

2. There must be at least one ambulance, one doctor, and three nurses; sufficient first aid supplies and equipment must be available.

3. There must be at least two dedicated rescue boats, each equipped with at least five life jackets and two rescue personnel (excluding the boat driver).

4. Members of the Organizing Committee, referees, and service staff must wear life jackets when entering the water.

5. Boat drivers must meet the requirements stipulated in the Law on Inland Waterway Traffic. Rescue personnel must hold a rescue certification issued by the Vietnam Rowing Federation or the Department of Culture, Sports and Tourism of the province or centrally-administered city.

6. For mass sports competitions: athletes must wear life jackets when entering the boat for the competition.

7. Competitions must not be organized under adverse weather conditions that do not ensure safety for the lives and health of participants and competition organizers.

Article 8. Conditions for Referees

1. Referees managing Rowing, Canoe, and Traditional Boat Racing competitions in the high-performance sports system must be recognized by the Vietnam Rowing Federation.

2. For competitions organized by the People's Committees of provinces and centrally-administered cities, the referees must be summoned by the local Rowing Federation or the Department of Culture, Sports and Tourism of the province or centrally-administered city.

Article 9. Responsibilities of organizations and individuals

1. Organizations and individuals organizing Rowing, Canoe, and Traditional Boat Racing competitions are responsible for reporting or obtaining permission from the competent state management agency for Culture, Sports and Tourism as prescribed by law.

2. The Organizing Committee is responsible for:

a) Developing plans for organizing, training programs, and competition schedules.

b) Coordinating with public security agencies, border guards, inland waterway management agencies, health authorities, and other relevant agencies to develop and implement competition plans ensuring order and safety.

Article 10. Reporting on the organization of competitions

Organizations and individuals organizing Rowing, Canoe, and Traditional Boat Racing competitions are responsible for reporting results to the competent state management agency for culture, sports and tourism as prescribed by law after the completion of the competition activities.

Article 11. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports and Tourism Inspectorate shall conduct inspections and handle violations according to their authority against organizations and individuals organizing Rowing, Canoe, and Traditional Boat Racing competitions in violation of this Circular.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 12. Effective Date

1. This Circular takes effect from February 1, 2015.

2. During implementation, if any issues arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and prompt resolution./.
