Pursuant to the Railway Law No. 35/2005/QH11 dated June 14, 2005;
Pursuant to the Government Decree 14/2015/NĐ-CP dated 13 the 02 of 2015 of the Government qProviding detailed guidance on the implementation of certain provisions of the Law on Railways.
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017, issued by the Government on the functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Transport Infrastructure and the Director of the Railway Administration under the Ministry of Transport, within the assigned route and area. hereby promulgates
the Minister of Transport issues this Circular to amend and supplement certain contents of the Standard Allowance for Materials for One Maintenance Cycle of National Rail Infrastructure issued together with Circular No. 58/2012/TT-BGTVT dated December 28, 2012 of the Minister of Transport.
Article 1. Amending and supplementing certain contents of the Standard Allowance for Materials for One Maintenance Cycle of National Rail Infrastructure issued together with Circular No. 58/2012/TT-BGTVT dated December 28, 2012 of the Minister of Transport1. Section 2.3, Chapter I, Volume 1 of the Standard Allowance for Materials for One Maintenance Cycle of National Rail Infrastructure, for railway tracks, bridges, culverts, tunnels, and architectural works shall be amended and supplemented as follows:
“2.3. For sections of track that differ from standard conditions, the allowance for material consumption for curved sections with radius R shall be determined as follows:
- The number of rails in the actual curve section is determined according to Appendix B.
- The quantity of sleepers and connecting accessories is taken at the standard allowance rate multiplied by the factor
which is the number of sleepers per 1 km of curve (piece); K1It is determined as follows:

Where: For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.1 which is the number of sleepers per 1 km of straight track (piece); other materials are taken at the standard allowance rate. For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.2 - For double-track lines with non-standard speed and weight, the allowance for material consumption is taken at the standard allowance rate multiplied by the factor
which is the average speed of the railway line (km/h); K2It is determined as follows:

Where: Vx which is the average number of double-trains operating daily and nightly on the line; Xi which is the total average weight of trains (ton). Article 24i - The allowance for material consumption for sections with gradient
(‰) is determined as follows: i + For straight sections, take the standard allowance rate multiplied by the factor
+ For curved sections, take the allowance rate for curved sections multiplied by the factor K3;
In which, the factor K3;
is determined as follows: K3 When
When 10‰ ≤ i < 10‰ K3 =1,00;
When 12‰ < i ≤ 12‰ K3 =1,05;
- For chemical transport lines that may cause metal corrosion, an additional corrosion factor i ≤ 15‰ K3 =1,10;
When 10‰ ≤ i >15‰ K3 =1,15.
= 1.10 is applied to metallic materials (rails, accessories). K4- For combined lines where wastewater falls directly onto the location of connecting accessories causing rapid damage, details such as rail spikes, bolts, rail clamps, rubber pads, iron pads are adjusted by the factor
- The allowance for material consumption for station tracks and branch lines is determined based on the standard allowance rate and adjustment factor K5=1,05.
- The allowance for material consumption for track recorders is taken at the allowance rate for single-piece sleeper wooden track recorder 1/10 – 43 – 24,414 m (refer to Table 17) multiplied by the factor K2.
, which is determined as follows: Kgis the length of the single-piece sleeper wooden track recorder to be determined (m); 24,414 is the length of the single-piece sleeper wooden track recorder 1/10 – 43 – 24,414 (m).”

Where: Lg 2. Section I, Appendix A, Volume 1 of the Standard Allowance for Materials for One Maintenance Cycle of National Rail Infrastructure; for railway tracks, bridges, culverts, tunnels, and architectural works shall be amended as follows:
“I. The number of rails (pieces) required to replace 1 km of straight track is determined as follows:
which is the number of rails per 1 km of track (25 m long rail is 80 pieces; 12.5 m long rail is 160 pieces); 50 is the service life (years) of rails on straight tracks.”

Where: N |||F 1. This Circular takes effect from September 1, 2017.
Article 2. Implementation clause
2. During the implementation process, in case of difficulties or obstacles, units shall promptly reflect them to the Ministry of Transport for research and appropriate amendments.
3. The Heads of the Office of the Ministry, the Inspectorate of the Ministry, the Directors of Departments, the Director of the Vietnam Railway Administration, the General Director of Vietnam Railway Corporation, and the Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
3. The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Directors of the Vietnam Railway Administration Bureau, the General Director of the Vietnam Railway Corporation, and the Heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
