REGULATIONS ON MAXIMUM POSTAGE RATES AND POLICIES FOR FREE AND REDUCED POSTAGE RATES FOR DOCUMENT HANDLING SERVICES

Pursuant to the Law on Posts dated June 17, 2010;
Pursuant to the Law on Prices dated June 20, 2012;
Pursuant to Decree No. 177/2013/ND-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Law on Prices; Decree No. 149/2016/ND-CP dated November 11, 2016 of the Government amending and supplementing certain provisions of Decree No. 177/2013/ND-CP;
Pursuant to Decision No. 45/2016/QĐ-TTg dated October 19, 2016 of the Prime Minister on receiving administrative procedure files and returning results through public service postal services;
At the proposal of the Director of the Post Department;
The Minister of Information and Communications promulgates this Circular stipulating maximum postage rates and policies for free and reduced postage rates for document handling services and services for returning results through public service postal services.
Article 1. Scope of Regulation
This Circular stipulates maximum postage rates and policies for free and reduced postage rates for document handling services and services for returning results through public service postal services (hereinafter referred to as document handling and result delivery services).
Article 2. Applicability
1. State agencies and authorized officials of state agencies that handle administrative procedures.
2. Organizations and individuals requesting the implementation of administrative procedures through public service postal services.
3. Vietnam Post Corporation and provincial post offices under central cities.
Article 3. Maximum Postage Rates for Document Handling and Result Delivery Services
The maximum postage rates for document handling and result delivery services are specified in the Appendix attached to this Circular.
Article 4. Policies for Free and Reduced Postage Rates for Document Handling and Result Delivery Services
1. The following persons are exempted from postage rates for document handling and result delivery services:
a) Persons who were engaged in revolutionary activities before the August 19 Revolution in 1945;
b) Mothers awarded the title of Heroic Mother of Vietnam.
2. The following persons are entitled to a 50% reduction in postage rates for document handling and result delivery services:
a) National Hero, Labor Hero;
b) War invalids and persons enjoying benefits equivalent to war invalids;
c) Invalids of war;
d) Persons who participated in the anti-war resistance movement and were exposed to toxic chemicals;
đ) Persons who were engaged in revolutionary or anti-war resistance movements and were captured and imprisoned by the enemy;
e) Wives or husbands, biological children, biological mothers, and biological fathers of martyrs;
g) Citizens belonging to poor households as defined by
h) Citizens residing in areas with particularly difficult economic and social conditions as defined by
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
1. The Postal Affairs Department shall be responsible for inspecting and supervising the implementation of regulations on postage rates for document handling and result delivery services and proposing the Minister of Information and Communications to review and adjust the maximum postage rates for document handling and result delivery services in cases where there are significant changes in pricing factors.
2. Provincial Departments of Information and Communications under central cities shall be responsible for managing national affairs regarding postage rates for document handling and result delivery services within their jurisdictions.
3. Vietnam Post Corporation shall be responsible for:
a) Determining the postage rates for document handling and result delivery services within its authority to ensure they do not exceed the maximum postage rates prescribed in the Appendix attached to this Circular;
b) Guiding provincial post offices under central cities in implementing policies for free and reduced postage rates for document handling and result delivery services;
c) Reporting to the Ministry of Information and Communications about the postage rates for document handling and result delivery services thirty days prior to implementation;
d) Publicizing and making postage rates for document handling and result delivery services publicly available in accordance with laws on prices and postal services.
Article 6. Implementation Provisions
1. This Circular takes effect from January 1, 2018.
2. The Director of the Office, the Head of the Postal Affairs Department, heads of departments and units under the Ministry of Information and Communications, the General Director of Vietnam Post Corporation, and related organizations and individuals are responsible for enforcing this Circular.
3. During the implementation process, if any issues arise or difficulties occur, organizations and individuals should promptly report them to the Ministry of Information and Communications for consideration and amendment.

3. Maximum Postage Rates for Document Handling and Result Delivery Services
The maximum postage rate for document handling and result delivery services equals the sum of the maximum postage rate specified in Section 1 and the maximum postage rate specified in Section 2 of this Appendix.
4. Provisions on Pricing Regions
- Within district/city/district/city: Applies to mail sent within the same district/city/district/city directly under a province.
- Between districts/cities/districts/cities: Applies to mail sent between different districts/cities/districts/cities directly under a province.
- Region 1 includes 29 provinces and centrally-administered cities: Ha Giang, Cao Bang, Lang Son, Bac Kan, Tuyen Quang, Lao Cai, Lai Chau, Dien Bien, Son La, Yen Bai, Phu Tho, Vinh Phuc, Thai Nguyen, Hanoi, Bac Ninh, Bac Giang, Hai Duong, Quang Ninh, Hai Phong, Thai Binh, Hung Yen, Ha Nam, Hoa Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Binh.
- Region 2 includes 11 provinces and centrally-administered cities: Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Kon Tum, Gia Lai, Binh Dinh, Phu Yen, Dak Lak, and Dak Nong.
