Pursuant to the Statistics Law dated November 23, 2015; Pursuant to the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to DecreeNo. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;No. of the Statistics Law;

Pursuant to Decree No. 89/2022/NĐ-CP dated October 28, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;

Decision determines number 01/2019/QĐ-TTg dated January 5, 2019 of the Prime Minister promulgating the National Statistical Quality Criteria until 2030; lof the National Statistical Quality Criteria until 2030;

Upon the proposal of the General Director of the General Statistics Office;inof the Ministry of Planning and Investment issues this Circular guiding the implementation of the National Statistical Quality Criteria until 2030.

This Circular guides the implementation of the National Statistical Quality Criteria until 2030.

Article 1. Scope of Regulation

This Circular applies to statistical agencies under the national statistical organization system as prescribed by the Statistics Law and organizations and individuals related to the activity of evaluating the quality of national statistics.

Article 2. Applicability

Article 3. Application of Quality Criteria and Content of Quality Criteria

1. The national statistical system applies 19 criteria with 92 content criteria.

2. Central statistical agencies apply 19 criteria with 75 content criteria.

3. Statistical agencies of Ministries and sectors apply 16 criteria with 43 content criteria.

4. Provincial statistical agencies apply 14 criteria with 29 content criteria.

5. District statistical agencies apply 12 criteria with 19 content criteria.

6. The criteria and content criteria applicable to each object are specified in detail in the Appendix attached hereto.

Article 4. Level of Quality Assessment and Point Calculation Method

1. The level of quality assessment for each content criterion is the level of quality achieved for each content criterion.

2. The content criteria are assessed according to a five-level scale (corresponding to 5 points) as follows:

a) Level 1. Does not meet the requirements of the content criterion: No work has been done to ensure quality to meet the requirements of the content criterion. There are no plans, evidence materials, or available results. Immediate quality improvement is required.

b) Level 2. Does not fully meet the requirements of the content criterion, further quality improvements are needed: Quality assurance work only partially meets the requirements of the new content criterion, it is at the planning stage, there are few evidence materials, quality assurance activities are rarely implemented or have low effectiveness.

c) Level 3. Does not fully meet the requirements of the content criterion but can be met with minor improvements: There are materials, but there are no clear evidences showing they are fully utilized and implemented, quality assurance activities are inconsistent or results are limited.

d) Level 4. Fully meets the requirements of the content criterion: There are clear evidence materials showing that quality assurance activities are fully implemented and yield expected results.

đ) Level 5. Exceeds the requirements of the content criterion: There are clear evidence materials showing that quality assurance activities yield good results and demonstrate a positive trend of improvement.

3. Point Calculation Method

a) The point of each content criterion is the original point corresponding to the levels stipulated in Clause 2 of this Article.

b) The average point of each criterion is the average sum of the points of the content criteria within that criterion.

c) The average point of the set of criteria is the average sum of all content criteria within the set of criteria.

c) The average score of the Set of criteria is the sum of all the scores of the criteria within the Set of criteria divided by their number.

Article 5. Forms of statistical quality assessment

1. Self-assessment of quality is conducted annually.

2. Independent quality assessment of statistics is carried out once every five years.

Article 6. Self-assessment of statistical quality

1. Self-assessment of statistical quality is a form of statistical quality assessment conducted by the statistical agency itself to regularly, comprehensively, and systematically assess the quality of its own statistics.

2. The head of the statistical agency is responsible for conducting annual self-assessment of statistical quality of their agency, except in the year when independent quality assessment of statistics is conducted.

3. Submitting reports on the results of self-assessment of statistical quality

a) Statistical agencies under Ministries, sectors, and provincial-level statistical agencies shall submit reports to the central statistical agency before December 15 each year.

b) District-level statistical agencies shall submit reports to provincial-level statistical agencies before December 1 each year.

Article 7. Independent quality assessment of statistics

1. Independent quality assessment of statistics is a form of statistical quality assessment conducted by the central statistical agency through the Quality Assessment Team.

2. Responsibilities of the central statistical agency

a) Establishing, monitoring, and supervising the implementation of plans for independent quality assessment.

b) Conducting independent quality assessment of the national statistical system and statistical agencies within the national statistical organizational system.

c) Notifying the plan for independent quality assessment to the assessed agency at least 30 working days prior to the start of the independent assessment.

d) Forming the Quality Assessment Team; organizing the implementation of independent quality assessment of statistics for the assessed agency.

đ) Compiling and publishing the national statistical quality report every five years.

3. Responsibilities of the independently assessed agency

a) Providing complete files, data, and necessary conditions to serve the independent assessment work.

b) Responding in writing to the Quality Assessment Team within 15 working days from the date of receipt of the draft report on independent assessment, clearly stating opinions of agreement and disagreement with the draft report on independent assessment; if there is disagreement with any content, the reasons must be clearly stated along with supporting documents.

Article 8. Steps of independent quality assessment of statistics

1. Building and disseminating the plan to conduct independent assessment.

a) The Quality Assessment Team builds the plan to conduct independent assessment for approval by the head of the central statistical agency.

b) The plan to conduct independent assessment must be posted on the website of the central statistical agency and sent to the independently assessed agency at least 30 working days prior to the start of the independent assessment.

2. Studying files, collecting information, and evidence to support the assessment.

a) Studying the self-assessment report and related documents of the assessed agency.

b) Collecting, processing information, and evidence to support the assessment.

3. Preliminary survey at the assessed agency.

4. Officially implementing the assessment at the assessed agency.

5. Drafting the report on independent assessment

a) Compiling the report on independent assessment.

b) Soliciting opinions from members of the Quality Assessment Team: The draft report on independent assessment must be approved by at least two-thirds of the members of the Quality Assessment Team.

c) Sending the draft report on independent assessment to the assessed agency. The assessed agency has 15 working days from the date of receipt of the draft report to provide feedback. If the assessed agency does not provide written feedback beyond this period, it is considered to fully agree with the draft report on independent assessment.

6. Finalizing the report on independent assessment

a) Within 10 working days from the date of receiving feedback from the assessed agency, the Quality Assessment Team finalizes the draft report; notifies the assessed agency of the opinions that have been adopted or reserved. In case of reservation, the reasons must be clearly stated.

b) The Quality Assessment Team submits the report for review and approval by the head of the central statistical agency.

7. Announcing the assessment results: Within one working day from the date the report on assessment is signed off, the Quality Assessment Team is responsible for sending the report to the assessed agency in either paper form or electronic file format.

Article 9. Quality Assessment Team for Statistics

1. The Quality Assessment Team for Statistics shall be established by the Head of the Central Statistical Agency.

2. The Quality Assessment Team for Statistics shall have at least seven members, including the Team Leader, Secretary, and other members, among whom at least 30% are independent experts not belonging to the staff of the Central Statistical Agency, and one member from the agency being independently assessed.

3. Criteria and responsibilities of members of the Quality Assessment Team for Statistics

a) Members of the Quality Assessment Team for Statistics must have good morals, honesty, and objectivity; they must be in good health to perform assigned tasks.

b) The Team Leader shall be a leader at the Department level or higher within the Central Statistical Agency, with at least ten years of experience working in the field of statistics, and experience in implementing quality assessment activities. The Team Leader is responsible for developing the assessment plan, submitting it for approval by the Head of the Central Statistical Agency, organizing its implementation, and managing the activities of the Quality Assessment Team for Statistics.

c) The Secretary shall be knowledgeable about quality assessment in statistics, having practical knowledge and experience in the field of statistics; they are responsible for assisting the Team Leader in preparing and implementing the activities of the Quality Assessment Team for Statistics.

d) Other members shall be knowledgeable about quality assessment in statistics, with at least five years of experience working in the field of statistics, or researchers and economic analysts; they are responsible for performing tasks assigned by the Team Leader. Members of the Quality Assessment Team for Statistics may not provide information related to the work content and assessment results without the consent of the Team Leader.

Article 10. Implementation Organization

1. Responsibilities of the Central Statistical Agency

a) Organizing independent quality assessment of statistics, self-assessment of statistical quality.

b) Guiding and monitoring the self-assessment of statistical quality by agencies; organizing training courses on professional skills and techniques for national statistical quality assessment according to the National Statistical Quality Standards.

c) Compiling a guidebook explaining the connotations, terms, and levels of evaluation for each criterion.

d) Enhancing the application of information technology in quality assessment activities; building and operating an online system for national statistical quality self-assessment applicable to statistical agencies within the national statistical organization system.

2. Statistical agencies under Ministries, sectors, provincial statistical agencies, and district statistical agencies shall use the National Statistical Quality Standards to self-assess the quality of statistics of their agencies; they shall fulfill the responsibility of reporting to relevant parties about the current status of statistical quality and the effectiveness of statistical operations of their agencies.

Article 11. Effective Date

1. This Circular takes effect from February 1, 2023.

2. During the implementation process, if there are any difficulties, agencies, organizations, and individuals should send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely revision and adjustment./.
