CIRCULAR

Regulations on the system of statistical indicators and reporting regime for the natural resources and environment sector

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 47/2020/NĐ-CP dated April 9, 2020, issued by the Government, on the management, connection, and sharing of digital data of state agencies;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the national statistical indicator system and the process of compiling gross domestic product indicators, provincial gross domestic product indicators, and centrally governed cities;

Pursuant to Decree No. 68/2022/NĐ-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the proposal of the Director of the Planning and Finance Department and the Director of the Legal Affairs Department;

The Minister of Natural Resources and Environment promulgates this Circular regulating the system of statistical indicators and the reporting regime for the natural resources and environment sector.

Article 1. Scope of Regulation and Applicability

Article 1. This Circular regulates the system of statistical indicators and the reporting regime for the natural resources and environment sector.

Article 2. System of Statistical Indicators for the Natural Resources and Environment Sector

Clause 2. The system of statistical indicators for the natural resources and environment sector includes:

a) The list of statistical indicators for the natural resources and environment sector, including serial number, code, group, name of the indicator, as specified in Section I of Appendix I attached hereto;

b) The content of statistical indicators for the natural resources and environment sector, including concept, calculation method, main classification, publication period, data source, and responsible unit for data collection and compilation, as specified in Section II of Appendix I attached hereto.

Article 3. Reporting Regime for Statistics of the Natural Resources and Environment Sector

Clause 2. The reporting regime for statistics applicable to units under the Ministry of Natural Resources and Environment

a) Content of the reporting regime for statistics includes: List of report forms, report forms, and explanations of report forms, as specified in Sections I, II, and III of Part I of Appendix II attached hereto;

Six-month statistical reports are calculated from January 1 to June 30.

Annual statistical reports are calculated from January 1 to December 31.

For statistical reports on inspections, six-month statistical reports are calculated from December 16 of the previous year to June 15 of the reporting year; annual statistical reports are calculated from December 16 of the previous year to December 15 of the reporting year;

e) Deadline for receiving reports: The date of receipt of the report is specifically noted in the upper left corner of each statistical form;

f) Method of submitting reports: Statistical reports are conducted through the natural resources and environment sector's statistical information system (http://bctk.monre.gov.vn) and signed with the digital signature of the head of the reporting unit;

a) Content of the reporting regime for statistics includes: List of report forms, report forms, and explanations of report forms, as specified in Sections I, II, and III of Part II of Appendix II attached hereto.

For report forms on land area and land structure, they shall be implemented in accordance with Circular No. 27/2018/TT-BTNMT dated December 14, 2018 of the Minister of Natural Resources and Environment on land statistics, land inventory, and land use status map and any subsequent amendments, supplements, or replacements (if any);

b) Reporting unit: The reporting unit is provincial Departments of Natural Resources and Environment of centrally governed cities specifically noted in the upper right corner of each statistical form;

Six-month statistical reports are calculated from January 1 to June 30.

Annual statistical reports are calculated from January 1 to December 31.

For statistical reports on inspections, six-month statistical reports are calculated from December 16 of the previous year to June 15 of the reporting year; annual statistical reports are calculated from December 16 of the previous year to December 15 of the reporting year;

e) Deadline for receiving reports: The date of receipt of the report is specifically noted in the upper left corner of each statistical form;

f) Method of submitting reports: Statistical reports are conducted through the natural resources and environment sector's statistical information system (http://bctk.monre.gov.vn) and signed with the digital signature of the head of the reporting unit;

g) Form code: The form code consists of two parts: the number part and the letter part; the number part is consecutively numbered from 01, 02, 03,...; the letter part records STNMT indicating the reporting form system applicable to provincial Departments of Natural Resources and Environment of centrally governed cities and the reporting period (year: - N, month: - T).

Article 4. Management, operation, and ensuring information security for the natural resources and environment sector's statistical information system

b) The Department of Planning and Finance is responsible for managing, guiding, supervising, and urging reporting units to implement on the natural resources and environment sector's statistical information system.

Article 4. Effective date

This Circular takes effect from January 30, 2024, and replaces Circular No. 73/2017/TT-BTNMT dated December 29, 2017, issued by the Minister of Natural Resources and Environment on the set of statistical indicators for the natural resources and environment sector, and Circular No. 20/2018/TT-BTNMT dated November 8, 2018, issued by the Minister of Natural Resources and Environment on the reporting regime for the natural resources and environment sector statistics.

Article 5. Responsibilities for Implementation

2. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
