Decree No. 22/2024/ND-CP amending and supplementing certain Articles of Decree No. 82/2016/ND-CP dated July 1, 2016 of the Government on insignia, rank badges, service badges, and uniforms of the Vietnam People's Army and Decree No. 61/2019/ND-CP dated July 10, 2019 of the Government detailing certain provisions and measures to implement the Law on the Vietnam Coast Guard.

The Decree amends regulations on insignia, rank badges, and ceremonial uniforms for officers and professional soldiers in the Vietnam People's Army and the Vietnam Coast Guard. DECREE

Amending and supplementing certain articles of Decree No. 82/2016/NĐ-CP dated July 1, 2016 of the Government on insignia, rank badges, shoulder boards, and uniforms of the Vietnam People's Army and Decree No. 61/2019/NĐ-CP dated July 10, 2019 of the Government detailing a number of provisions and measures to implement the Law on the Vietnam Coast Guard

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Officer Law of the Vietnam People's Army dated December 21, 1999; amended and supplemented on June 3, 2008 and November 27, 2014;

Pursuant to the Law on Professional Military Personnel, Workers, and Civil Servants of National Defense dated November 26, 2015;

Pursuant to the Law on Military Service dated June 19, 2015;

Pursuant to the Law on the Vietnam Coast Guard dated November 19, 2018;

"Based on the proposal of the Minister of National Defense;"

The Government promulgates this Decree amending and supplementing certain articles of Decree No. 82/2016/NĐ-CP dated July 1, 2016 of the Government on insignia, rank badges, shoulder boards, and uniforms of the Vietnam People's Army and Decree No. 61/2019/NĐ-CP dated July 10, 2019 of the Government detailing a number of provisions and measures to implement the Law on the Vietnam Coast Guard. The People's Army of Vietnam and Decree No. 61/2019/NĐ-CP dated July 10, 2019 of the Government detailing a number of clauses and measures for the implementation of the Law on the Vietnam Coast Guard.

Article 1. Amending and supplementing certain articles of Decree No. 82/2016/NĐ-CP dated July 1, 2016 of the Government on insignia, rank badges, shoulder boards, and uniforms of the Vietnam People's Army

1. Amend and supplement Clause 2 of Article 5 as follows:

"2. Insignia comes in three types: diameter 41 mm, diameter 36 mm, diameter 33 mm. Insignia with diameters of 41 mm and 36 mm are embossed with a double pine branch in gold."

2. Amend and supplement Clause 1, Article 7 as follows:

"1. Single pine branch in gold."

3. Amend and supplement Article 9 as follows:

Article 9. Uniforms for ceremonial occasions for male officers, non-commissioned officers, and officer cadets and officer trainees

1. Cap

a) Model: The cap has an oval-shaped crown; the button of the cap for generals, senior admirals, vice admirals, and admirals of the Navy is embossed with the National Emblem, while that for colonels and majors is embossed with a five-pointed star; there is a sunshade in front of the cap band for attaching insignia; above the brim of the cap, there is a coiled cord, and below the brim, there are two ears of rice.

b) Colors

Ground Forces: Cap crown color dark olive green, cap band color red;

Border Guard: Cap crown color dark olive green, cap band color light green;

Air Defense-Air Force: Cap crown color dark blue, cap band color sky blue;

Navy: Cap crown color white, cap band color dark gray.

2. Trousers and jacket

a) Model

Jacket: Long-sleeved, V-neck; the front has four hidden pockets with flaps; the back has a slit at the bottom; the shoulders have straps for rank badges; a logo is attached on the left sleeve; below both sleeves, there is a cuff band (for generals, a pine branch; for colonels and majors, ears of rice).

Trousers: European-style long pants with two diagonal pockets, zipper closure.

b) Colors: Ground Forces and Border Guard dark olive green; Air Defense-Air Force dark blue; Navy white.

3. White shirt worn underneath: Loose-fitting, long-sleeved, stand-up collar.

4. Tie: Pre-tied; Ground Forces and Border Guard dark olive green, Air Defense-Air Force dark blue, Navy dark gray.

5. Belt

The belt core is made of leather; for generals, senior admirals, vice admirals, and admirals of the Navy, it is double-layered leather; for colonels and majors, it is single-layer smooth leather; Ground Forces and Border Guard brown, Air Defense-Air Force and Navy black.

The buckle is made of gold metal with a five-pointed star embossed within a circle.

6. Leather shoes

a) Model: For generals, senior admirals, vice admirals, and admirals of the Navy, smooth-toed lace-up shoes; for colonels, lace-up shoes with horizontal patterns; for majors, lace-up shoes with horizontal patterns.

b) Colors: Ground Forces, Border Guard, Air Defense-Air Force black; Navy white.

7. Socks: Tube-knit; Ground Forces and Border Guard dark olive green, Air Defense-Air Force dark blue, Navy white.

4. Amend and supplement Article 10 as follows:

Article 10. Ceremonial attire for female officers, non-commissioned officers, and students training to become officers

1. Cap

a) Model: Oval-shaped peak cap; the button on the peak cap of general rank features the National Emblem in relief, while that of colonel and captain ranks features a five-pointed star in relief; at the center of the front forehead band of the cap, there is a detachable visor for attaching insignia; above the brim of the cap, there is a coque string, and below the brim, there are two ears of rice.

b) Colors

Ground Forces: Cap crown color dark olive green, cap band color red;

Border Guard: Cap crown color dark olive green, cap band color light green;

Air Defense-Air Force: Cap crown color dark blue, cap band color sky blue;

Navy: Cap crown color white, cap band color dark gray.

2. Trousers and jacket

a) Model

Coat: Long-sleeved with V-neck collar; the front body has two hidden pockets with button closures; the back has a split tail; the shoulders have straps for wearing rank insignia; above the left sleeve, there is a logo; below both sleeves, there are cuffs (general rank features pine branches; colonel and captain ranks feature ears of rice).

Trousers: Long-legged suit-style trousers with two vertical pockets; the fly opens fully with a zipper.

b) Colors: Ground Forces and Border Guard dark olive green; Air Defense-Air Force dark blue; Navy white.

3. Inner shirt: Loose-fitting long-sleeved shirt with a fitted waist and standing collar, white in color.

4. Tie: Pre-tied; Ground Forces and Border Guard dark olive green, Air Defense-Air Force dark blue, Navy dark gray.

5. Leather shoes: Square-toed high-heeled shoes with leather straps for decoration; black for the Army, Border Guard, Air Defense-Air Force; white for the Navy.

6. Socks: Tube-knit socks; dark olive for the Army and Border Guard; deep blue for Air Defense-Air Force; white for the Navy.

5. Repeal Article 11, Article 12, and Article 13.

Article 2. Amend and supplement some articles of Decree No. 61/2019/NĐ-CP dated July 10, 2019, of the Government detailing certain provisions and measures to implement the Law on the Vietnam Coast Guard

1. Amend and supplement Clause 2 of Article 11 as follows:

“2. Signals come in three sizes: 41 mm diameter, 36 mm diameter, and 33 mm diameter. The 41 mm and 36 mm signals are embossed with double pine branches in gold; at the bottom center of the double pine branches knot, there is the red lettering CSB. The 33 mm signal has the red lettering CSB above the historical gear wheel in gold.”

2. Amend and supplement Clause 2 of Article 13 as follows:

“2. Single pine branch in gold.”

3. Amend and supplement Clause 2 of Article 18 as follows:

“2. Ceremonial attire for the Vietnam Coast Guard includes:

a) Ceremonial attire for officers, non-commissioned officers, and students training to become officers.

b) Ceremonial attire for defense workers and civil servants.

c) Ceremonial attire for honor guards and sentinels.”

4. Amend and supplement Article 20 as follows:

Article 20. Ceremonial attire for male officers, non-commissioned officers, and students training to become officers of the Vietnam Coast Guard

1. Cap

a) Model: Oval-shaped peak cap; the button on the peak cap of general rank features the National Emblem in relief, while that of colonel and captain ranks features a five-pointed star in relief; at the center of the front forehead band of the cap, there is a detachable visor for attaching insignia; above the brim of the cap, there is a coque string, and below the brim, there are two ears of rice.

3. White shirt worn underneath: Loose-fitting, long-sleeved, stand-up collar.

4. Necktie: Pre-tied; dark navy blue.

5. Belt: Leather belt with black core; generals have a two-layer leather overlay; colonels and captains have single-layer smooth leather. The buckle is made of gold metal with a five-pointed star embossed within a circle.

6. Leather shoes: Generals wear square-toed lace-up shoes; colonels wear square-toed lace-up shoes with horizontal texture; captains wear square-toed shoes with horizontal texture and laces; all are black.

7. Socks: Tube-knit socks; dark navy blue.

5. Amend and supplement Article 21 as follows:

Article 21. Ceremonial attire for female officers, non-commissioned officers, and students training to become officers of the Vietnam Coast Guard

1. Cap

a) Model: Oval-shaped peak cap; the button on the peak cap of female officers and non-commissioned officers of colonel and captain ranks features a five-pointed star in relief; at the center of the front forehead band of the cap, there is a detachable visor for attaching insignia; above the brim of the cap, there is a coque string, and below the brim, there are two ears of rice.

b) Color: Cap top in dark navy blue, cap band in light blue.

2. Trousers and jacket

a) Model

Coat: Long-sleeved with V-neck collar; the front body has two hidden pockets with button closures; the back has a split tail; the shoulders have straps for wearing rank insignia; above the left sleeve, there is a logo; below both sleeves, there are cuffs featuring ears of rice for female officers and non-commissioned officers of colonel and captain ranks.

Trousers: Long-legged suit-style trousers with two vertical pockets; the fly opens fully with a zipper.

b) Color: Dark navy blue.

3. Inner shirt: Loose-fitting long-sleeved shirt with a fitted waist and standing collar, white in color.

4. Necktie: Pre-tied; dark navy blue.

5. Leather shoes: Square-toed high-heeled shoes with leather straps for decoration; black in color.

6. Socks: Tube-knit socks; dark navy blue.

6. Repeal Article 22 and Article 23.

7. Replace the Appendix accompanying Decree No. 61/2019/NĐ-CP dated July 10, 2019, of the Government detailing certain provisions and measures to implement the Law on the Vietnam Coast Guard with the Appendix accompanying this Decree.

Article 3. Transitional Provisions

1. During the period when this Decree takes effect but the Ministry of National Defense has not yet ensured new ceremonial attire for officers and non-commissioned officers throughout the military, the wearing of ceremonial attire shall continue to be implemented according to Decree No. 82/2016/NĐ-CP dated July 1, 2016, of the Government detailing military insignia, rank insignia, service badges, and uniforms of the Vietnam People's Army; and Decree No. 61/2019/NĐ-CP dated July 10, 2019, of the Government detailing certain provisions and measures to implement the Law on the Vietnam Coast Guard.

2. The time for uniformly wearing new ceremonial attire throughout the military according to this Decree shall be decided by the Minister of National Defense.

Article 4. Effective date

This Decree takes effect from the date of issuance.

Article 5. Responsibilities for Implementation

1. The Minister of National Defense shall supervise, inspect, and guide the implementation of this Decree.

2. Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of provincial people's committees directly under the central government are responsible for implementing this Decree./.
