Circular No. 22/2025/TT-NHNN amends and supplements certain Articles of Circular No. 19/2023/TT-NHNN of the Governor of the State Bank of Vietnam on supervision of the destruction of money by the State Bank of Vietnam.

CIRCULAR

Amending and supplementing certain Articles of Circular No. 19/2023/TT-NHNN

of the Governor of the State Bank of Vietnam on supervision of the destruction of currency by the State Bank of Vietnam

Pursuant to Decree No. 40/2012/NĐ-CP of the Government on currency issuance operations; storage and transportation of valuable assets and securities within the State Bank of Vietnam system, credit institutions, and foreign bank branches;

Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;

Pursuant to Decree No. 87/2023/NĐ-CP of the Government on preventing and combating counterfeit money and protecting Vietnamese currency;

At the proposal of the Inspector General of the State Bank of Vietnam;

Pursuant to Decree No. 26/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;

The Governor of the State Bank of Vietnam issues this Circular amending and supplementing certain Articles of Circular No. 19/2023/TT-NHNN of the Governor of the State Bank of Vietnam on supervision of the destruction of currency by the State Bank of Vietnam.

Article 1. Amending and supplementing certain Articles of Circular No. 19/2023/TT-NHNN on supervision of the destruction of currency by the State Bank of Vietnam

1. Amending and supplementing Clause 3 of Article 5 as follows:

"3. The members of the Supervisory Council for the destruction of currency not fit for circulation include:

a) Chairman of the Supervisory Council: Inspector General of the State Bank of Vietnam;

b) One Vice-Chairman of the Supervisory Council is the Deputy Inspector General of the State Bank of Vietnam, directly responsible for the Northern Supervision Group;

c) One Vice-Chairman of the Supervisory Council is the leader of the State Bank branch Region 2, directly responsible for the Southern Supervision Group;

d) One member is the leader of the Office participating in the Northern Supervision Group;

đ) One member is the head of a department in the Office participating in the Southern Supervision Group;

e) One member is the head of a department in the Inspectorate of the State Bank of Vietnam serving as secretary of the Supervisory Council and secretary of the Northern Supervision Group;

g) One member is the head of a department in the State Bank branch Region 2 serving as secretary of the Southern Supervision Group."

2. Amending and supplementing Clause 4 of Article 5 as follows:

"4. The members of the Supervisory Council for the destruction of damaged printed and minted currency include:

a) Chairman of the Supervisory Council: Leader of the Inspectorate of the State Bank of Vietnam;

b) Members include: One head of a department in the Inspectorate of the State Bank of Vietnam serving as secretary of the Supervisory Council; One head of a department in the Office."

"2. Composition of the Working Group

3. Amending and supplementing Clause 2, Article 9 as follows:

a) Northern Supervision Group: Mobilizing civil servants from the Inspectorate of the State Bank of Vietnam, the Office, the Currency Issuance and Treasury Department, and the State Bank branch Region 1;

b) Southern Supervision Group: Mobilizing civil servants from the Office and the State Bank branch Region 2;

c) Supervision of the destruction of damaged printed and minted currency: Mobilizing civil servants from the Inspectorate of the State Bank of Vietnam and the Office."

4. Amending and supplementing Clause 3 of Article 12 as follows:

"3. At the end of the day, the Team Leader (or Deputy Team Leader) of the Supervisory Counting Team signs on the record established by the Supervisory Council regarding the actual counting results. The Team Leader of the Supervisory Counting Team organizes the sealing of the counted currency, the uncounted currency remaining at the end of the day, and returns them to the Council's warehouse."

5. Amending and supplementing Clause 3 of Article 17 as follows:

"3. At the end of the day, the Team Leader (or Deputy Team Leader) of the Supervisory Counting Team signs on the record established by the Supervisory Council regarding the actual counting results of damaged printed and minted currency. The Team Leader of the Supervisory Counting Team organizes the sealing of the counted currency, the uncounted currency remaining at the end of the day, and returns them to the Council's warehouse."

6. Supplementing Clause 2a after Clause 2 of Article 23 as follows:

"2a. Assigning and dispatching sufficient number of civil servants to participate in the Working Group according to regulations and the plan approved by the Governor."

7. Amending and supplementing Clause 2 of Article 25 as follows:

"2. Serving as the focal point for implementing the settlement of expenses for civil servants participating in the supervision of currency destruction according to current regulations."

8. Amending and supplementing Clause 1 of Article 26 as follows:

"1. Assigning and dispatching sufficient number of civil servants to participate in the Working Group according to regulations and the plan approved by the Governor."

"The heads of units under the State Bank of Vietnam and printing and minting facilities are responsible for organizing the implementation of this Circular."

9. Amend and supplement Article 30 as follows:

"The heads of units under the State Bank and currency printing and minting facilities shall be responsible for organizing the implementation of this Circular."

Article 2. Replacing some phrases in Circular No. 19/2023/TT-NHNN on supervision of currency destruction by the State Bank of Vietnam

1. Replace the phrase "Internal Audit Department" with the phrase "State Bank of Vietnam Inspectorate" in the name of Article 21; Clause 1 of Article 23.

2. Replace the phrase "Management Branch in Ho Chi Minh City" with the phrase "State Bank of Vietnam Branch Region 2" in the name of Article 22.

3. Replace the phrase "Management Department" with the phrase "Office" in the name of Article 25.

4. Replace the phrase "State Bank of Vietnam Branch Hanoi, State Bank of Vietnam Branch Ho Chi Minh City" with the phrase "State Bank of Vietnam Branch Region 1" in the name of Article 26.

This Circular takes effect from December 25, 2025/.

Heads of units under the State Bank of Vietnam and printing and minting facilities shall be responsible for organizing the implementation of this Circular.

Article 4. Implementation provisions

This Circular takes effect from September 15, 2025./.
