In the current context of resisting the United States and saving the country, the issuance of this Circular demonstrates the Party and Government's concern for the development of education. Relevant sectors and levels are responsible for strictly studying and implementing this Circular, except in cases where certain places have limited conditions and capabilities, they should particularly focus on strengthening the teaching staff, while simultaneously actively supplementing the management and service staff at the necessary level.
