Joint Circular No. 22-TT/LB stipulates the average annual bed cost rate applicable to central hospitals.

CIRCULAR

JOINT MINISTRY OF HEALTH AND FINANCE DECREE NO. 22-TT/LB DATED JULY 22, 1985 ON REDEFINING THE ANNUAL PER-BED EXPENSES FOR CENTRAL HOSPITALS.

BASED ON THE RESULTS OF SURVEYS CONDUCTED IN THE PAST REGARDING MEDICAL COSTS AND PATIENT SERVICES, THE JOINT MINISTRY OF HEALTH AND FINANCE ESTABLISHES THE REGULAR ANNUAL EXPENSES FOR ACTUALLY USED BEDS (340 DAYS) APPLICABLE TO VARIOUS TYPES OF CENTRAL HOSPITALS AS FOLLOWS:

I. REGULAR EXPENSE STANDARDS FOR EACH TYPE OF HOSPITAL
HOSPITAL

1. The expenses within the standard include three categories: administrative costs (Category I), management costs (Category II), and operational costs (Category III) applicable to each type of hospital listed in the attached summary.

2. At least 40-45% of the regular expense standard must be allocated for direct patient services (Category III).

3. Regular expenses within the standard are calculated based on current material standards (medicines, working tools, necessary living supplies for medical treatment). For patient nutrition, it follows the quantity specified in Circular No. 20-TT/LB dated August 18, 1981 issued by the Joint Ministry of Commerce and Health, and the stable price directive set forth in Circular No. 1465/V6 dated March 30, 1984 issued by the Chairman of the Council of Ministers. For central hospitals and nursing homes located in regions where cost-of-living adjustments are included in salaries, the Joint Ministry will base additional funding on local food prices sold to these institutions.

4. The regular expense standard is distributed based on actually used beds (total number of treatment days divided by 340). If the actual bed usage exceeds the planned index, supplementary funding will be provided for Categories II and III expenses according to the corresponding increase, but not exceeding the maximum limit of 10% of the planned bed index.

5. For maintenance and minor repairs of buildings and equipment, hospitals and nursing homes must establish annual preservation and repair plans to determine appropriate expense standards.

II. EXPENSES OUTSIDE THE STANDARD

1. Expenses for medicines dispensed at outpatient clinics are averaged at 2 dong per visit, based on the number of patients visiting the hospital.

For hospitals serving civil servants (Vietso, Thongnhat, C Da Nang, E Hospital, G1) and those with outpatient departments established under Decision No. 91-TTg dated April 25, 1974 of the Prime Minister to serve state employees (including retirees and disabled individuals), they must collect medical fees from the agencies or enterprises where the employees receive their salaries or retirement benefits to cover expenses. For Vietso and Thongnhat Hospitals, the State budget may consider additional funding if self-collected medical fees are insufficient.

2. Expenses for food allowances for policy beneficiaries continue to be implemented according to Decision No. 252/CT dated November 13, 1981 of the Chairman of the Council of Ministers.

3. Expenses for purchasing large assets, major repairs, and small construction projects are funded outside the standard. Donations of medicines, equipment, and other common supplies from foreign countries and international organizations to hospitals should be utilized annually to reduce budget allocations.

III. IMPLEMENTATION PROVISIONS

This circular replaces Decision No. 113/QĐ-LB dated March 6, 1972 of the Joint Ministry of Health and Finance and takes effect from July 1, 1985.

When there are changes in wages or prices, the Joint Ministry will adjust the expense standards accordingly based on the provisions of this circular.
