Pursuant to Decision No. 58/2002/QĐ-TTg dated April 26, 2002 of the Government Chairman on issuing criteria and classification lists for state-owned enterprises and state-owned corporations;
Considering the proposal of the Board of Directors of the Vietnam Oil and Gas Corporation, opinions of the Ministries of Industry, Planning and Investment, Finance, Labor, War Invalids and Social Affairs,
Considering the proposal of the People's Committee of Dong Nai Province (Circulars No. 4282/UBT dated October 14, 2002 and No. 5001/UBT dated November 21, 2002), the opinions of the Ministries of Planning and Investment (Circular No. 475/BKH-DN dated January 21, 2003), Finance (Circular No. 13212/TC-TCDN dated December 4, 2002), Labor, Invalids and Social Affairs (Circular No. 4057/LĐTBXH-CSLĐVL dated November 20, 2002), Home Affairs (Circular No. 698/BNV-TCBC dated November 11, 2002), and the economic and social characteristics of Dong Nai Province.

Article 1. Approves the overall restructuring and renewal plan for state-owned enterprises in Dong Nai Province for the period 2003 to 2005 as set forth in the Appendix attached hereto.
Article 2. The Chairman of the People's Committee of Dong Nai Province shall be responsible for directing the implementation of the restructuring and renewal of state-owned enterprises under its jurisdiction in accordance with the approved content and schedule. Any adjustments or supplements must be approved by the Government Chairman. Enterprises that had planned to implement restructuring and renewal in 2002 will now carry out such plans in 2003.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, and related agencies shall be responsible for coordinating with the People's Committee of Dong Nai Province in implementing the Plan.
The Steering Committee for Enterprise Renewal and Development shall be responsible for directing, urging, guiding, and monitoring the implementation of this Plan, and at the same time recommending to
