DECISION OF THE PRIME MINISTER

Establishment of the Vietnam Academy of Agricultural Sciences

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Upon the proposal of the Minister of Agriculture and Rural Development and the Minister of Home Affairs,

DECISION:

Article 1. Establishment of the Vietnam Academy of Agricultural Sciences

1. The Vietnam Academy of Agricultural Sciences shall be established under the Ministry of Agriculture and Rural Development based on the reorganization of the following research units: the Institute of Agricultural Science and Technology of Vietnam, the Institute of Agricultural Genetics, the Institute of Soil Science and Agrochemistry, the Institute of Plant Protection, the Institute of Crop Science and Food Crops, the Institute of Vegetable Research, the Institute of Rice Research, the Central Silk Research Center, the Tea Research Institute, and the Buon Ma Thuot Coffee Research Center (under the Vietnam Coffee Corporation).

2. The Vietnam Academy of Agricultural Sciences is a scientific research organization with the mission to conduct scientific research, transfer technology, and provide postgraduate education in agriculture to serve state management requirements and agricultural development.

3. The Vietnam Academy of Agricultural Sciences has the international trade name Vietnamese Academy of Agricultural Sciences (VAAS).

The Vietnam Academy of Agricultural Sciences shall have its own seal and bank account. Its headquarters shall be located in Hanoi City.

Article 2. Organizational Structure of the Vietnam Academy of Agricultural Sciences

1. Research Units:

a) The Institute of Agricultural Genetics;

b) The Institute of Soil Science and Agrochemistry;

c) The Institute of Plant Protection;

d) The Institute of Crop Science and Food Crops;

đ) The Institute of Rice Research;

e) The Institute of Vegetable Research (merging the Central Silk Research Center);

g) The Institute of Agricultural and Forestry Science and Technology in the Northern Mountains: based on the Tea Research Institute, the Buon Ma Thuot Coffee Research Center, and other science and technology facilities under the Ministry of Agriculture and Rural Development in the region; the main office of the Institute shall be located in Phu Tho Town, Phu Tho Province;

h) The Institute of Agricultural Science and Technology in the North Central Region: based on the North Central Agricultural Science and Technology Center and other science and technology facilities under the Ministry of Agriculture and Rural Development currently in the region; the main office shall be located in Vinh City, Nghe An Province;

i) The Institute of Agricultural Science and Technology in the South Central Coast: based on the South Central Coast Agricultural Science and Technology Center and existing agricultural science and technology units in the region; the main office of the Institute shall be located in Qui Nhon City, Binh Dinh Province;

k) The Genetic Resources Center.

The Minister of Agriculture and Rural Development shall specify in detail the organizational structure of the Vietnam Academy of Agricultural Sciences.

2. Leadership of the Academy:

The Vietnam Academy of Agricultural Sciences shall have a Director and Deputy Directors. The Director of the Academy shall be appointed by the Minister of Agriculture and Rural Development and shall be responsible to the Minister for all activities of the Academy.

The Deputy Directors of the Academy shall be appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director and shall be responsible to the Director for the areas of work assigned by the Director.

Article 3. The Minister of Agriculture and Rural Development shall specify in detail the functions, tasks, and operational regulations of the Vietnam Academy of Agricultural Sciences.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decision./.
