RESOLUTION
REGARDING THE UNIFORMS FOR JUDGES AND COURT OFFICERS AND THE CERTIFICATES OF JUDGE AND COURT ASSISTANT
THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the National Assembly, tenth session;
Pursuant to the Law on the Organization of the People's Courts;
BASED ON THE ORDINANCE ON JUDGES AND COURT ASSISTANTS;
Considering the proposal of the President of the Supreme People's Court;
RESOLUTION:
Article 1. Court officers at all levels shall be provided with uniforms for use according to the following terms:
1. Winter clothing: one set every two and a half years, initially two sets;
2. Cold-resistant coat: one coat every five years;
3. Spring and summer clothing: one set every year, initially two sets;
4. Long-sleeved shirt: one shirt every year, initially two shirts;
5. Belt: one belt every two years;
6. Leather shoes: one pair every two years, initially two pairs;
7. Socks: two pairs every year;
8. Backstrap sandals: one pair every year;
9. Tie: two ties every five years;
10. Raincoat: one coat every two years.
Judges, court secretaries, and specialists shall also be provided with document cases: one case every three years.
Article 2. Local People's Court assessors shall be provided with uniforms for use according to the following terms:
1. Winter clothing: one set every five years;
2. Spring and summer clothing: two sets every five years;
3. Long-sleeved shirt: two shirts every five years;
4. Belt: one belt every two and a half years;
5. Leather shoes: two pairs every five years;
6. Socks: one pair every year;
7. Tie: two ties every five years.
Article 3.
1. The form and color of the uniforms for judges, court officers at all levels, and assessors shall be prescribed by the Chief Justice of the Supreme People's Court.
2. The uniforms for military judges, court officers, and defense workers working at military courts at all levels, and military assessors shall be implemented according to the regulations on uniforms for the Vietnam People's Army.
The trial uniform for military judges at all levels shall be implemented according to the regulations on ceremonial uniforms for officers of the Vietnam People's Army.
Article 4. The certificate of judge for the Chief Justice of the Supreme People's Court, judges of local People's Courts, military judges of military region courts and equivalent courts, and military judges of military regional courts; the certificate of assessor for local People's Court assessors, military assessors of military region courts and equivalent courts, and military assessors of military regional courts shall be issued by the Chief Justice of the Supreme People's Court.
Article 5. The judge's certificate measures 95 mm in length and 62 mm in width, consisting of two pages presented as follows:
Page one: red background, with the golden text "Socialist Republic of Vietnam" at the top, the national emblem of the Socialist Republic of Vietnam in the center, and below the emblem, the golden text "Judge's Certificate," according to Model Number 1.

2. The certificate of military assessor has the same model as the certificate of people's assessor, except that the text "Certificate of People's Assessor" is replaced by "Certificate of Military Assessor."
Article 7. During working hours and when performing duties, judges, court officers, and assessors must wear the uniforms provided according to the regulations; judges must carry their Judge's Certificate, and assessors must carry their Assessor's Certificate.
Upon completion of their term, judges and assessors must return their Judge's Certificate and Assessor's Certificate; if reappointed, elected, or appointed again as judges or assessors, they will be provided new Judge's Certificates and Assessor's Certificates.
Article 8. Judges and assessors may not use their Judge's Certificate or Assessor's Certificate for personal gain or private matters; they may not use these certificates instead of introduction letters, citizen identification cards, or other personal documents; if they lose their Judge's Certificate or Assessor's Certificate, they must immediately report it to the nearest police station and the Chief Justice of the court where they work.
Article 9. When a judge is relieved of duty or dismissed, the Chief Justice of the Supreme People's Court shall recover the Judge's Certificate of that person.
When a people's assessor or military assessor is relieved of duty or removed from office, the Chief Justice of the Supreme People's Court shall recover the Certificate of People's Assessor or Certificate of Military Assessor of the person being relieved or removed.
When a judge is transferred from one local People's Court to another at the same level or from one military court to another at the same level, they shall be provided with a new Judge's Certificate.
Article 10. Judges and assessors who violate the regulations on the use of uniforms, Judge's Certificates, and Assessor's Certificates shall be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the nature and severity of the violation as stipulated by law.
Article 11. Those who are not judges or assessors but use Judge's Certificates or Assessor's Certificates to perform illegal acts shall be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the nature and severity of the violation as stipulated by law.
Article 12. This Resolution replaces Resolution No. 218-NQ/UBTVQH9 dated August 25, 1994 of the Standing Committee of the National Assembly regarding uniforms for courts, Judge's Certificates, and Assessor's Certificates, and Resolution No. 272/2001/NQ-UBTVQH10 dated September 26, 2001 of the Standing Committee of the National Assembly regarding uniforms for people's assessors.
The Government and the Chief Justice of the Supreme People's Court within their respective powers and responsibilities shall be responsible for implementing this Resolution.
