Regarding the issuance of the Regulations on Accounting for Basic Construction Business of the State Bank

GOVERNOR OF THE STATE BANK OF VIETNAM

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government on "Regulations on Investment Management and Construction";

Pursuant to Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing Decree No. 52/1999/NĐ-CP dated July 8, 1999;

At the proposal of the Director of the Accounting and Finance Department,

DECISION:

Clause 4 of Article 6The attached Decision promulgates the "Regulations on Accounting for Basic Construction Business of the State Bank."

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentTHIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Article 3. The Director of the Office, Heads of the Accounting and Finance Department, Heads of relevant units under the State Bank, Directors of Branches of the State Bank in provinces and centrally-administered cities are responsible for implementing this Decision.

REGULATIONS ON ACCOUNTING FOR BASIC CONSTRUCTION BUSINESS OF THE STATE BANK

(Attached to Decision No. 224 dated July 19, 2000 of the Governor of the State Bank)

 

PART I - GENERAL PROVISIONS

Article 1. Scope of Application

These regulations stipulate the accounting for basic construction business (BCB) for the Project Management Board of the State Bank and State Bank units with BCB projects.

Article 2. Management of investment projects for basic construction

1- The State Bank is the unified management unit for all investment BCB projects at State Bank units.

State Bank units with investment BCB projects must establish an accounting department when setting up a project management board to organize accounting for BCB business.

2- All costs related to BCB projects, the project management board must organize accounting and reflect fully, promptly, and accurately in the accounts specified in these regulations and must be reflected on the Balance Sheet of the project management board's accounting and State Bank units must consolidate data into the Balance Sheet of the State Bank unit according to Decision No. 425/1998/QĐ-NHNN2 dated December 17, 1998 of the Governor of the State Bank (from receiving capital, using capital to settling and finalizing investment capital and incorporating assets). Article 6 State Bank units must complete all procedures and strictly comply with the provisions of the Government in Decree No. 52/1999/NĐ-CP dated July 8, 1999 on "Regulations on Investment Management and Construction" and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing Decree No. 52/1999/NĐ-CP dated July 8, 1999 as well as other guiding documents related to basic construction investment.

3- Relationship between the project management board and State Bank units with investment BCB projects

Article 3. Monthly, based on the Balance Sheet of the project management board's accounting, State Bank units must check and reconcile data and consolidate data on the Balance Sheet of the project management board into the Balance Sheet of the unit to reflect the receipt and use of capital by the project management board on the Balance Sheet of the unit.

The project management board and State Bank units must settle construction costs in accordance with the Ministry of Finance's guidance on settling basic construction investment capital at Circular No. 136/1999/TT-BTC dated November 19, 1999 and other related documents of the State Bank and the Ministry of Finance. The investor's settlement data must be prepared fully, detailed, specifically, and accurately based on the settlement documents and data of Party B, audit data, settlement proposal data of the project management board, and data accepted for settlement by the investor and submitted to the investor's supervisory authority for approval.

Article 4. Settlement and finalization of BCIA projects

1- When settling and finalizing with Party B, the investor shall manage the warranty fee for the project according to Article 54 of Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government on Regulations on Investment Management and Construction, organizing settlement and contract termination in a timely and comprehensive manner in accordance with the legal provisions on bidding.

2- Sources of investment capital for basic construction include:

- State budget capital;

- Interest from deposits of investment capital for basic construction.

- Main accounts used in the accounting of basic construction investment of the State Bank:

- Other revenues (if any).

- Account 3222 reflects the amount of construction materials and equipment purchased, stored, and used by the project management board for basic construction projects. The project management board can only purchase materials and equipment within the approved budget. After the completion of the basic construction project, this account must be settled.

These two accounts must be reconciled monthly, quarterly, and annually with the current inventory records.

Accounting vouchers used in basic construction:

2- - Types of vouchers used in accounting for basic construction business: investment decisions, total budget approval notices, detailed budgets, and settlement approval notices, construction contracts, quantity acceptance certificates, asset, material, and equipment transfer certificates, value-added tax invoices, payment vouchers, and other related vouchers.

- All vouchers must be issued in accordance with the current regulations of the State and the State Bank, ensuring legality and compliance with the regulations.

3- Accounting Books:

The project management board of the State Bank must open full accounting books (from detailed ledgers to consolidated ledgers) to record and reflect all activities related to basic construction projects in accordance with current regulations. Upon completion of the project, all accounting vouchers, books, and records of the project management board must be handed over to the State Bank unit with the investment project for safekeeping and monitoring in accordance with current regulations.

When the project is completed, all vouchers, books, and accounting files of the Project Management Board must be transferred to the State Bank unit with the investment project for preservation and monitoring in accordance with current regulations.

 

PART II - SPECIFIC PROVISIONS

PART I - ACCOUNTING FOR MAJOR OPERATIONS

A. Accounting for Bid Security Deposits:

Article 7. In cases where construction projects must be tendered: When organizing tenders, the State Bank unit or the Project Management Board that has been established must organize bidding invitations, evaluations, and publicize the winning bid in accordance with the Tendering Regulations issued together with Decree No. 88/1999/ND-CP dated September 21, 1999, and Decree No. 14/2000/ND-CP dated May 5, 2000, which amends and supplements certain provisions of the Tendering Regulations issued together with Decree No. 88/1999/ND-CP dated September 21, 1999. The bid security deposit shall be accounted for as follows:

Upon completion of the tender results, the entire amount of the bid security deposit must be refunded to the participating entities, and shall be accounted for as follows:

B. Accounting for Construction Investment Capital Approved by the State Budget:

Article 8.

At the Project Management Boards of State Bank units with investment projects: Based on the national plan, based on the list of construction projects approved by the State Budget and the total capital allocated announced by the Treasury or the State Bank, the Project Management Board must open a record to track the announced budget and the allocated funds. Specific operations are accounted for as follows:

1- In cases where the completed construction volume has been temporarily advanced by the Treasury to Party B:

- When temporarily advancing to Party B or other individuals/entities: depending on the nature of the economic transaction, it should be accounted for appropriately as follows:

Debit Account 3233 "Temporary Advance to Party B"

 

or Debit Account 3239 "Other Receivables" (Detailed Account according to each individual/entity receiving the advance)

 

Credit Account 4661 "State Budget Capital Allocated for the Project" or Credit Account 1030 "Cash at Subordinate Units"

 

- When settling temporary advances, it shall be accounted for as follows:

Debit Account 1030 "Cash at Subordinate Units"

or Debit Account 3223 "Labor Costs"

Debit Account 3229 "Other Expenses"

Credit Account 3233 "Temporary Advance to Party B" or Credit Account 3239 "Other Receivables"

2- When withdrawing cash back to the Project Management Board for expenditure:

Debit Account 1030 "Cash at Subordinate Units"

Credit Account 4661 "State Budget Capital Allocated for the Project"

3- When the Project Management Board directly purchases materials and equipment and stores them in inventory, it shall be accounted for as follows:

Credit Account 3233 "Advance Payment to Party B" or Credit Account 3239 "Other Receivables"

Credit Account 4661 "State Budget Capital Allocated for the Project" or Credit Account 1030 "Cash at Subordinate Units"

2. When withdrawing cash to the Project Management Board for operational expenses:

4- When there is reasonable expenditure for the project, it shall be accounted for as follows:

Debit Account 3223 "Labor Costs" (In case the Project Management Board directly pays labor costs)

- When issuing materials and equipment for use in the project, the accounting entry is:

Credit Account 4661 "State Budget Capital Allocated for the Project"

Credit Account 3222 "Materials for Construction Investment"

5- In cases where the completed construction volume is paid directly by the Treasury to Party B, it shall be accounted for as follows:

Debit Account 1030 "Cash at Subordinate Units"

 

Credit Account 4661 "State Budget Capital Allocated for the Project"

 

6- When the project is completed and enters the final settlement phase, the Project Management Board processes the transfer of labor costs and other construction project expenses to the Project Cost Account, accounting as follows:

Credit Account 4661 "State Budget Capital Allocated for the Project"

or Credit Account 1030 "Cash at Subordinate Units"

 

7- Upon approval of the final settlement by the State Bank, the State Budget Capital Allocated for the Project is settled, accounting as follows:

6. When the project is completed and enters the final settlement phase, the Project Management Board transfers labor costs and other construction investment costs to the Construction Costs account, with the following accounting entries:

 

C. Accounting for Construction Investment Capital of the State Bank:

Article 9. At the Accounting and Finance Department

1- When temporarily advancing construction investment capital to State Bank units with approved construction projects, it shall be accounted for as follows:

Debit Account 3231 "Temporary Advance of Construction Investment Capital for Projects" (Detailed Account for each State Bank unit receiving the advance)

Credit Account 5111 "Transferred Out This Year" or Credit Account 591 "Inter-State Bank Unit Settlements"

2- When allocating capital to settle completed construction projects after final approval:

- In cases where the temporarily advanced capital is less than the approved amount, the State Bank (Accounting and Finance Department) will supplement the shortfall, accounting as follows:

Debit Account 602 "Investment Capital for Construction and Purchase of Fixed Assets" Credit Account 5111 "Transferred Out This Year" (Shortfall Amount) or Credit Account 591 "Inter-State Bank Unit Settlements"

Simultaneously, it shall be accounted for as follows:

Debit Account 602 "Investment Capital for Construction and Purchase of Fixed Assets"

According to the amount already

Credit Account 3231 "Temporary Advance of Construction Investment Capital for Projects"

advanced to each unit

- In cases where the temporarily advanced capital exceeds the approved amount: Upon receipt of the excess amount transferred from the unit to the State Bank, it shall be accounted for as follows:

Debit Account 5112 "Transferred Funds This Year"

or Debit Account 591 "Inter-State Bank Unit Settlements"

Credit Account 3231 "Temporary Advance of Construction Investment Capital for Projects" (Excess Amount Advanced)

Simultaneously, it shall be accounted for as follows:

Debit Account 602 "Investment Capital for Construction and Purchase of Fixed Assets"

According to the total amount approved for

3- Upon receipt of notification from State Bank units transferring completed construction investment capital back to the State Bank, it shall be accounted for as follows:

Debit Account 3231 "Advance Payment for Construction Investment Projects" (open a detailed account for each State Bank unit receiving the advance)

Article 10. Accounting at State Bank of Vietnam units (Accounting Department - Settlement)

1- When receiving construction investment capital temporarily advanced by the State Bank transferred back, record:

Debit Account 5112 "Transferred Funds This Year"

Credit Account 01 "Deposits of commercial banks" (where the Construction Management Board has opened a deposit account)

2- When the construction project is completed and approved by the State Bank, based on the approval document for settlement, handle as follows:

- In case the construction investment capital temporarily advanced by the State Bank to the unit is less than the amount approved for settlement: Upon receipt of the notification from the State Bank supplementing the remaining capital compared to the approved settlement value, record:

Debit Account 5112 "Transferred Funds This Year" (Supplementary amount)

or Debit Account 591 "Other settlements between State Bank units"

Credit Account 01 "Deposits of commercial banks" (where the Construction Management Board has opened a deposit account)

- In case the construction investment capital temporarily provided by the State Bank exceeds the approved settlement amount, the Construction Management Board must immediately repay the excess capital to the State Bank (Finance and Accounting Department). Upon receipt of the document from the commercial bank holding the Construction Management Board's deposit account, record:

Debit Account 01 "Deposits of commercial banks" (where the Construction Management Board has opened a deposit account)

Credit Account 5111 "Transferred out this year" (Excess capital advanced by the State Bank) or Credit Account 591 "Other settlements between State Bank units"

- After organizing acceptance, receiving and putting the project into use, record the transfer of capital back to the State Bank:

Debit Account 301 "Fixed assets" (Appropriate third-level account)

Credit Account 5111 "Transferred Funds Last Year"

Article 11. At the Construction Management Board (Accounting Section)

1 - Upon receipt of the notice from the commercial bank (where the Construction Management Board has opened a deposit account) regarding the construction investment capital temporarily provided by the State Bank transferred into its account, record:

Debit Account 3232 "Construction Investment Capital Deposited with Commercial Banks"

 

Credit Account 4662.1 "State Bank Advance Capital for the Project"

 

2- When expenses for the construction project arise using the capital temporarily provided by the State Bank, record:

- In case the unit advances funds to Party B or another entity/person beforehand, record:

Debit Account 3233 "Advance to Party B"

 

or Debit Account 3239 "Other Receivables"

 

Credit Account 3232 "Construction Investment Capital Deposited at Commercial Banks"

Credit Account 3222 "Materials for Construction Investment"

 

- When settling temporary advances, it shall be accounted for as follows:

Debit Account 1030 "Cash at Subordinate Units" or Debit Account 3221 "Construction Costs"

Debit Account 3223 "Labor Costs" (In case the Project Management Board directly pays labor costs)

Debit Account 3229 "Other Expenses"

Credit Account 3233 "Advance to Party B" or Credit Account 3239 "Other Receivables"

- When withdrawing cash to serve the activities of the Construction Management Board, record:

Debit Account 1030 "Cash at Subordinate Units"

Credit Account 3232 "Construction Investment Capital Deposited at Commercial Banks"

- When the Construction Management Board directly purchases materials and equipment for storage, record:

Credit Account 3233 "Advance Payment to Party B" or Credit Account 3239 "Other Receivables"

- When materials are issued for the project, record:

- When reasonable expenses occur for the project, record:

Debit Account 3223 "Labor Costs" (In case the Project Management Board directly pays labor costs)

- When issuing materials and equipment for use in the project, the accounting entry is:

Credit Account 1030 "Cash at Subordinate Units" or Credit Account 3232 "Construction Investment Capital Deposited with Commercial Banks"

3- During the implementation of the construction investment project, if other income arises (interest from bank deposits, other sources of income...), record:

Debit Account 3232 "Construction Investment Capital Deposited with Commercial Banks" or Debit Account 1030 "Cash at Subordinate Units"

Credit Account 4662.2 "Interest on Construction Investment Capital Deposits, Other Income during Construction"

4- When the construction project is completed, the Construction Management Board transfers all construction costs to the construction cost account to determine the total value of the project, requests the State Bank to approve the settlement, record: Verify the settlement of Party B, determine the value of the project to submit to the State Bank for approval.

5- - If the settlement value of the project determined by the Construction Management Board and proposed to the State Bank for approval is higher than the amount already paid or temporarily advanced to Party B, the difference is recorded as follows:

Credit Account 4669 "Other Payables"

Debit Account 1030 "Cash at Subordinate Units"

(Sub-account "Settlements with Party B and other entities/persons")

- If the settlement value of the project approved by the State Bank is lower than the amount submitted for approval by the Construction Management Board, the difference is recorded as follows:

Debit Appropriate Account (Account 4669 ...)

- If the settlement value of the project approved by the State Bank is lower than the capital temporarily provided by the State Bank for the project, the Construction Management Board must immediately return the excess capital to the State Bank (Finance and Accounting Department), record:

6. When the project is completed and enters the final settlement phase, the Project Management Board transfers labor costs and other construction investment costs to the Construction Costs account, with the following accounting entries:

Debit Account 4662.1 "Construction Investment Capital Temporarily Advanced by the State Bank for the Project"

Credit Account 3232 "Construction Investment Capital Deposited with Commercial Banks"

After handing over the project and the settlement being approved, handle as follows:

6- - Record the final settlement of the construction cost account and the State Bank capital provided for the project:

 Debit Account 4662.1 "Construction Investment Capital Temporarily Advanced by the State Bank for the Project"

According to the approved settlement value

Debit Account 4662.2 "Interest on Construction Investment Capital Deposits, Other Income during Construction"

Approved minus the State Bank capital provided

6. When the project is completed and enters the final settlement phase, the Project Management Board transfers labor costs and other construction investment costs to the Construction Costs account, with the following accounting entries:

- Simultaneously pay the remaining amount to Party B if the approved settlement value of the project is higher than the amount temporarily advanced to Party B or other entities/persons, and retain the warranty money for the project, record:

Debit Account 4669 "Other Payables"

(Detailed account "Settlements with Party B and other entities/persons")

Credit Account 3232 "Construction Investment Capital Deposited with Commercial Banks" or Credit Account 1030 "Cash at Subordinate Units"

PART II - REPORTING REGIME, SETTLEMENT, AND INSPECTION

Article 12.

1- For the Project Management Board:

- Monthly and annually, the Project Management Board shall prepare the Accounting Balance Sheet (in detail up to the third-level accounts - according to Form No. 01) and detailed debt report (Form number 02) sent to the State Bank unit (where the approved project is located) for the State Bank unit to enter into the General Accounting Balance Sheet of the State Bank unit. At the same time, send one copy to the Accounting and Finance Department for monitoring and cross-checking with the Accounting Balance Sheet of the State Bank unit with the investment project.

- Quarterly prepare a report on the implementation of quarterly investment (Form number 03) sent to the Accounting and Finance Department (Financial Management Division - Construction Investment Section) for monitoring.

Deadline for submission: Before the 5th day of the month, quarter, or year following the period.

- Upon completion of the investment project, the Project Management Board is responsible for preparing complete final accounts reports according to the forms attached to this regulation (From form number 04 to number 13) to the State Bank unit (where the investment construction project is located) and simultaneously send one set of final accounts reports to the State Bank (Accounting and Finance Department) for reporting and approval of final accounts.

2- For State Bank units (where the investment construction project is located):

Upon receipt of the Accounting Balance Sheet of the Project Management Board, they must check and reconcile the figures and proceed to consolidate them into the Accounting Balance Sheet of their unit to submit to the State Bank (Accounting and Finance Department) in accordance with the prescribed reporting system.

Article 13.

1- Quarterly and at the end of the year, the Accounting and Finance Department is responsible for consolidating the implementation of the investment plan, receiving capital, and paying capital for projects within the State Bank system to present to the Governor.

2- The Internal Audit Department is responsible for internal audit and review regarding investment in construction projects of the State Bank.

Depending on actual circumstances, the Accounting and Finance Department must periodically or unexpectedly conduct inspections on the use of capital, advance payments, settlement, and finalization of completed work volumes for each construction investment project.

 

CHAPTER III - IMPLEMENTATION PROVISIONS

Article 14.

From the date this Regulation takes effect, all basic construction works at State Bank units with construction projects (including unfinished basic construction works that have not yet been finalized) must switch to accounting in accordance with this Regulation.

The Director of the Accounting and Finance Department is responsible for guiding the specific transition to investment construction accounting in compliance with this Regulation.

Article 15.

Any amendment or supplementation to this Regulation shall be decided by the Governor of the State Bank of Vietnam./.
