DECISION OF THE PRIME MINISTER
Regarding the establishment of Provincial and District National Defense Education Councils

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 15/2001/NĐ-CP dated May 1, 2001 of the Government on National Defense Education;
Pursuant to Decree No. 19/CP dated March 12, 1994 of the Government on national defense work in ministries, ministerial-level agencies, and government agencies;
To promote the work of national defense education for all people;
Upon the proposal of the Minister of National Defense,
DECISION:
Article 1. Provinces and centrally governed cities (referred to collectively as provincial level), districts, towns, urban districts under provinces (referred to collectively as district level) shall organize National Defense Education Councils to assist the Chairman of the People's Committee at the provincial and district levels in examining and deciding on directions, programs, and plans for activities related to national defense education in their localities based on the work plan and guidance from the Central National Defense Education Council and the national defense requirements of their locality.
Article 2.
1. Composition of the Provincial National Defense Education Council includes:
a) Deputy Chairman of the People's Committee at the provincial level: Chair of the Council
b) Vice Chairs of the Council: Commander of the Military Command at the provincial level: Vice Chair in charge of day-to-day operations. Director of the Department of Education and Training: Vice Chair.
c) Members of the Council: Director of the Political Academy at the provincial level, some directors of departments, heads of bureaus, mass organizations, principals of certain vocational schools, colleges, and central universities with headquarters located in the locality (the number of Council members must be a minimum of 9 and a maximum of 13).
2. Composition of the District National Defense Education Council includes:
a) Deputy Chairman of the People's Committee at the district level: Chair of the Council.
b) Vice Chairs of the Council: Commander of the Military Command at the district level: Vice Chair in charge of day-to-day operations. Head of the Education and Training Section: Vice Chair.
c) Members of the Council: Director of the Political Education Center at the district level, some heads of sections, bureaus, departments, mass organizations, principals of certain vocational schools and colleges with headquarters located in the locality (the number of Council members must be a minimum of 7 and a maximum of 9).
3. Members of the National Defense Education Council and the assisting units shall work on a part-time basis.
Article 3. The Chairman of the People's Committee at the provincial and district levels shall decide on the establishment of the National Defense Education Council and specify in detail the functions, tasks, powers, organizational structure, relationships, working regulations, and operational methods of the National Defense Education Council at their respective levels.
Article 4. The Provincial and District National Defense Education Councils shall be subject to the direction of the People's Committee at the same level and professional guidance from the higher-level National Defense Education Council.
On a regular basis (every six months), the District National Defense Education Council shall report to the Provincial National Defense Education Council; the Provincial National Defense Education Council shall report to the Central National Defense Education Council (through the Ministry of National Defense) on the results of national defense education work.
Annually, the Provincial and District National Defense Education Councils shall base their content, programs, plans, and implementation of national defense education work suitable for each target group on the work plan and guidance from the Central National Defense Education Council and the national defense requirements of their locality.
The operating funds of the Provincial and District National Defense Education Councils shall be guaranteed by the state budget and balanced within the local defense budget. Funds allocated for national defense education work shall be included in the annual regular education budget of the People's Committee at the provincial and district levels. The military agency at the provincial and district levels shall organize a permanent assistance unit for the National Defense Education Council at their respective levels and locate it at the military agency at the provincial and district levels.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of the People's Committees of provinces and centrally governed cities, and Chairmen of the People's Committees of districts, urban districts, and equivalent areas are responsible for implementing this Decision. /.
