Article 1. Approve the comprehensive project for the conservation, renovation, and enhancement of the value of the historical victory Dien Bien Phu relic site, Lai Chau Province, with the main contents as follows:
1. Objectives:
a) Conservation and renovation of the historical victory Dien Bien Phu relic site;
b) Recording and perpetuating other relics related to the historical victory Dien Bien Phu that have been recognized and ranked;
c) Construction of a museum complex;
d) Construction of a central monument and other symbols;
đ) Conservation and renovation of the landscape and environment of the historical victory Dien Bien Phu relic site.
2. The remaining 60% shall be used to supplement the operating funds of units directly responsible for public debt management at the Ministry of Finance (outside the regular state budget allocation for ongoing operations as currently provided) for the purposes specified in Article 4 of this Decision.
a) Determining the legal basis and creating necessary conditions to conserve long-term some representative locations and clusters of relics;
b) Fully and accurately preserving the place names, evidence, and important historical events related to the victory of Dien Bien Phu;
c) Reconstructing a complete model of the panoramic picture of the historical Dien Bien Phu campaign (construction of a museum complex, combining the display of artifacts with maps, between tangible and intangible objects);
d) Honoring the historical victory of Dien Bien Phu through grand artistic forms; at the same time, linking activities at the relic site with economic, cultural, social development, and environmental improvement in the locality.
3. Scope:
Place names, evidence recording historical events related to the victory of Dien Bien Phu from late 1953 to the historical victory on May 7, 1954 within the administrative boundaries of Lai Chau Province, including:
a) Relics and evidence of our army's positions;
b) Relics of the enemy's defensive positions;
c) Relics reflecting the sequence of events during the historical Dien Bien Phu campaign;
d) Other related relics: Martyrs' Cemetery, war evidence; exhibition house; steles, signs, other place names recording events related to the historical Dien Bien Phu campaign.
4 Contents of Investment:
a) Investment in the conservation and renovation of representative relics, including:
- The headquarters of the Campaign Command at Muong Phang;
- The center of the Dien Bien Phu fortress;
- A1 Hill Position; - Him Lam Center;
- Our troops' artillery trail;
- Encirclement position (trenches, communication trenches, decoy points...) and attack position of our troops;
b) Construction of a system of steles, signs, and symbols recording historical events and other important relics;
c) Renovation and upgrading of the Dien Bien Phu Historical Victory Museum;
d) Construction of the Central Victory Monument in Dien Bien City and other monuments related to the historical victory of Dien Bien Phu;
đ) Restoration of some ethnic Thai villages;
e) Collection, restoration, and conservation of artifacts and intangible elements about the historical Dien Bien Phu campaign;
g) Training and enhancing the capacity of management staff and professionals in conservation and museums;
h) Compensation and land clearance.
5. Implementation measures:
a) Investigation, survey, collection of historical data and materials about the historical victory of Dien Bien Phu. On this basis, determine the protected areas for each relic and relic zones;
b) Adjust the General Plan of Dien Bien City until 2020 to ensure it does not affect the protected areas of relics; specifically identify construction projects that need to be relocated; establish regulations for relic management, planning management, and architectural and infrastructure construction management during the city's renovation and development;
c) Evaluate, classify, assess professional qualifications, and statistically determine the number of staff involved in conservation and museum work at the local level. Based on this, develop training plans, retraining, and enhance the professional qualifications of staff involved in conservation and museum work at the relic site and related relics;
d) Construct a museum complex, combining the display of artifacts with maps; between tangible and intangible objects to reconstruct a complete model of the panoramic picture of the historical victory of Dien Bien Phu;
đ) Utilize ceramic mosaics, monuments, bas-reliefs, and other artistic forms to honor the historical victory of Dien Bien Phu;
e) Prepare feasibility studies for component projects in priority order for investment to commemorate the 50th anniversary of the historical victory of Dien Bien Phu (May 7, 2004 - May 7, 2004). Based on this, determine the capital for each phase:
- Phase I: From 2003 to May 2004, the central state budget will allocate up to 100 billion VND annually. Priority should be given to certain items among the following construction projects: Central Victory Monument, Headquarters of the Campaign Command at Muong Phang, Center of the Dien Bien Phu Fortress; A1 Hill Position, Him Lam Center, Our Troops' Artillery Trail; Our Troops' Encirclement Position, System of Steles and Signs Recording and Introducing Historical Events and Other Important Relics, Renovation and Upgrading of the Dien Bien Phu Historical Victory Museum; and select competent units to ensure project progress, quality, proper management of funds, prevent waste, and serve the commemoration of the 50th anniversary of the victory of Dien Bien Phu.
- Phase II: From June 2004 to 2007, including all remaining construction projects of the project.
6 Source of Funds. State budget and other legally raised funds.
Article 2. Responsibilities of the People's Committee of Lai Chau Province:
1. Based on the objectives, requirements, scope, and investment content specified in Article 1 of this Decision, determine the specific implementation timeline for the project and the phased implementation schedule for component projects in each phase; prepare, review, and approve the overall budget estimate of the comprehensive project and component projects according to current laws on investment and construction management.
2. Coordinate with the Ministry of Construction to adjust the General Urban Planning and detailed urban planning of Dien Bien Town in accordance with the overall project for the preservation, restoration, and enhancement of the historical value of the Dien Bien Phu Victory Historical Site, and submit for approval according to current regulations.
3. Coordinate with the Ministry of Culture, Sports and Tourism and the Ministry of Finance to establish and adjust the financial sources to implement the project according to schedule and ensure effective management and utilization of funds in compliance with the law.
4. Propose basic solutions for the preservation, restoration, and enhancement of the historical values of the Dien Bien Phu Victory Historical Site. Closely monitor the implementation of the project to ensure it meets the schedule and quality standards.
5. Develop and promulgate the Regulations on the management and protection of relics, urban planning and construction management of Dien Bien Town; the Regulations on the management of tourism activities at the Dien Bien Phu Victory Historical Site.
6. Study and develop mechanisms and policies to mobilize resources and organizational management measures to effectively enhance the historical value of the Dien Bien Phu Victory Historical Site.
Article 3. The Ministry of Planning and Investment, the Ministry of Culture, Sports and Tourism, the Ministry of Construction, the Ministry of National Defense, the Vietnam National Administration of Tourism, and the Military Museum shall coordinate and support the People's Committee of Lai Chau Province in implementing this project within their respective functions and authorities. The Ministry of Planning and Investment and the Ministry of Finance shall be responsible for ensuring the financial sources for the project.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Lai Chau Province, the Ministers of relevant Ministries, the Heads of agencies equivalent to Ministries, and the Director of the Military Museum are responsible for enforcing this Decision./.
