Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing National Programs;

Pursuant to Decision No. 05/1998/QĐ-TTg dated January 14, 1998 of the Prime Minister on managing National Target Programs;

Considering the proposal of the Minister of Health (Report No. 8644/TTr-BYT dated November 26, 1999) and the Minister of Planning and Investment (Letter No. 7680BKH/LĐVX dated November 24, 1999).

Article 1. Supplementing the objective of ensuring quality and food safety hygiene into the National Target Program for Eradicating Certain Social Diseases and Dangerous Epidemics from 2000 with the main contents as follows:

1. Name of the objective: Ensuring quality and food safety hygiene under the National Target Program for Eradicating Certain Social Diseases and Dangerous Epidemics from 2000.

2. Content of the objective:

Proactively manage and monitor harmful food pollution and the quality and food safety hygiene circulating in the market; prevent food poisoning and diseases caused by food, protect public health, and contribute to developing food production.

3. Budget: will be detailed in each component project and allocated in the annual plan.

Sources of investment capital:

- State budget,

- ODA funds,

- Mobilizing other sources of capital.

4. Management mechanism: Implemented according to the management mechanism of the National Target Program for Eradicating Certain Social Diseases and Dangerous Epidemics.

Article 2. The Ministry of Health shall direct the Steering Committee of the National Target Program for Eradicating Certain Social Diseases and Dangerous Epidemics, based on approved priority objectives, to select key projects and implementing entities that meet urgent requirements and are consistent with capital mobilization capabilities, prepare and implement the objectives in accordance with state regulations.

Article 3. This Decision shall take effect from the date of signing.

Article 4. Ministers of Finance, Planning and Investment, Health, Chairpersons of People's Committees of provinces and centrally-administered cities, and heads of relevant agencies shall be responsible for enforcing this Decision in accordance with their assigned functions and tasks.
