PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Enterprise Law dated November 26, 2003;

Pursuant to the Enterprise Law dated November 29, 2005;

Pursuant to the Government Decree No. 153/2004/NĐ-CP dated August 9, 2004 on the organization and management of state-owned holding corporations and the transformation of state-owned holding corporations and independent state-owned enterprises into parent company - subsidiary models;

Pursuant to the Government Decree No. 132/2005/NĐ-CP dated October 20, 2005 on the implementation of the rights and obligations of the state owner towards state-owned enterprises and the Government Decree No. 86/2006/NĐ-CP dated August 21, 2006 amending and supplementing certain articles of the Government Decree No. 132/2005/NĐ-CP;

Considering the proposal of the Board of Directors of the Vietnam National Coal-Mineral Industries Group Corporation,

DECISION:

Article 1. Approves the Charter on organization and operation of the Parent Company - Vietnam National Coal-Mineral Industries Group Corporation attached hereto.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and the Board of Directors of the Vietnam National Coal-Mineral Industries Group Corporation are responsible for implementing this Decision./.
