THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Law on Issuing Legal Normative Documents dated November 12, 1996 and the Law Amending and Supplementing Certain Provisions of the Law on Issuing Legal Normative Documents dated December 16, 2002;
Pursuant to Decree No. 86/2003/ND-CP dated July 18, 2003 of the Government on the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 104/2004/ND-CP dated March 23, 2004 on the Activities of the Official Gazette of the Socialist Republic of Vietnam;
Pursuant to Circular No. 04/2005/TT-VPCP dated March 21, 2005 guiding the implementation of Decree No. 104/2004/ND-CP dated March 23, 2004 of the Government on the Activities of the Official Gazette of the Socialist Republic of Vietnam;
