THE MINISTER OF PLANNING AND INVESTMENT
Pursuant to Article 3 of Decree No. 10/1998/NĐ-CP dated January 23, 1998, of the Government on certain measures to encourage and ensure foreign direct investment activities in Vietnam;
After exchanging and reaching consensus with relevant ministries;
DECISION:
Article 1. Now hereby publishes along with this Decision the List of industrial products for which foreign-invested projects must ensure at least 80% export of the products.
Article 2.
This list applies to foreign-invested projects granted Investment License from the date this Decision takes effect.
Abolishes all previous regulations of the Ministry of Planning and Investment that are contrary to this Decision.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

INDUSTRIAL PRODUCTS
MUST ENSURE AT LEAST 80% EXPORT

1. Two-wheeled motorcycles.
2. Tourist cars, trucks under 10 tons.
3. Water pumps for irrigation under 30,000 m3/h, water pumps for domestic use under 540 m3/h.
4. Medium and low voltage power cables.
5. Ordinary communication cables.
6. Sea transport ships under 30,000 tons, fishing vessels under 1,000 horsepower, river boats, canoes, barges (applicable to projects with 100% foreign capital).
7. Audiovisual products.
8. Aluminum shapes.
9. Common construction steel (Ê up to 40 mm).
10. Ceramic tiles, sanitary ware.
11. NPK fertilizer.
12. Cleaning agents.
13. General paint and construction paint.
14. Lead-acid batteries.
15. PVC plastic.
16. Bicycle and motorcycle tires.
17. Sodium hydroxide (NaOH) and acids (H2SO4, HCl).
18. Various types of electric fans.
19. Bicycles and spare parts.
20. Distribution transformers under 35 KV.
21. Diesel engines under 15 horsepower.
