Decision No. 23/2004/QĐ-BNV On Issuing the Standards for Department Heads of the Provincial Civil Service Department

Article 1: The Standards accompanying this Decision shall serve as a basis for the Provincial Department of Home Affairs Directors to consider the appointment by the People's Committees of provinces and centrally governed cities.

Article 2: The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3: The Office of the Ministry, Heads of the Civil Service Organization Department, Heads of organizations under the Ministry of Home Affairs, People's Committees of provinces and centrally governed cities, Provincial Department of Home Affairs Directors of provinces and centrally governed cities, and Heads of related agencies are responsible for implementing this Decision./.

 STANDARDS

DIRECTOR OF THE DEPARTMENT OF HOME AFFAIRS
(issued together with Decision No. 23/2004/QĐ-BNV dated April 7, 2004 of the Minister of Home Affairs)

I. DUTIES AND RESPONSIBILITIES:

The Director of the Department of Home Affairs is a leading and managing cadre heading the Department of Home Affairs under the People's Committee of a province or centrally governed city (hereinafter referred to collectively as the province).

The Director of the Department of Home Affairs is accountable to the People's Committee of the province, and at the same time is accountable to the Ministry of Home Affairs for the unified state management of home affairs in accordance with the regulations of the province.

II. STANDARDS

1. General criteria and conditions for appointment

1.1. General criteria

1.1.1. Having a deep love for the country, being devoted to serving the people, firmly committed to the goal of national independence and socialism, striving to effectively implement the Party's policies and the State's laws;

1.1.2. Being thrifty, honest, impartial, not engaging in corruption, and having a spirit of fighting against corruption. Having a sense of organizational discipline. Being sincere, not opportunistic, closely connected with the people, and trusted by the people;

1.1.3. Having theoretical political, cultural, and professional qualifications, mastering the Party's viewpoints, policies, and laws of the State, possessing sufficient capabilities to meet the requirements of assigned tasks.

1.2. Conditions for appointment

1.2.1. Age: For cadres and civil servants appointed for the first time to the position of Director of the Department of Home Affairs, generally for males not exceeding 55 years old, and for females not exceeding 50 years old.

1.2.2. Complete files, clear personal history verified and confirmed by authorized agencies in accordance with regulations;

1.2.3. Submitting a declaration regarding assets, houses, and land at the time of consideration for appointment in accordance with regulations.

1.2.4. Each term of appointment lasts five years.

1.2.5. Having good health to fulfill assigned tasks.

1.2.6. Not during a period of disciplinary action from reprimand upwards.

2. Specific Standards

2.1. Moral qualities

2.1.1. Loyalty to the country, the Party, and the people; actively implementing and leading units to implement well the industrialization and modernization of the country, demonstrated by the effectiveness and quality of assigned work;

2.1.2. Having firm resolve, daring to think, act, and take personal responsibility; being straightforward in combating conservative, stagnant, and parochial thoughts; resolutely fighting against corruption;

2.1.3. Maintaining internal unity; uniting and mobilizing collective strength; being fair and objective in work; respecting colleagues.

2.1.4. Themselves and their families implementing the Party's policies, the State's laws, local regulations, and those of their place of residence.

2.2. Leadership, management, and operational capacity

2.2.1. Possessing the ability to research and draft normative legal documents, study practical situations, propose orientations, strategies, plans, and enhance state management over home affairs in the locality for the People's Committee of the province to consider and decide; proposing solutions and measures to the People's Committee of the province for implementation according to assigned functions, tasks, and authorities;

2.2.2. Possessing leadership and management skills to direct the activities of the Department, understanding home affairs activities in the province; having the ability to research, guide, organize implementation, summarize practical experiences, and concretize the Party's policies, the State's laws, provincial regulations, and the Ministry of Home Affairs' regulations on building and developing the sector and state management over home affairs in the province.

2.3. Knowledge

2.3.1. Mastering the Party's policies and the State's laws on state management over home affairs;

2.3.2. Mastering normative legal documents and areas related to the Department's activities and management;

2.3.3. Understanding the political, economic, and social situation of the province; being familiar with the political, economic, and social situation of the country, neighboring countries, and the world.

2.4. Qualifications

2.4.1. Having a good professional qualification with a university degree or higher. Having at least five years of experience working in state organization, Party organization, and holding a leadership position at the department level or above; or having held a key leadership position at the provincial department, agency, or district level;

2.4.2. Having a high-level theoretical political education, under 45 years old must have attended concentrated training;

2.4.3. Meeting the criteria for the specialist rank and equivalent or higher;

2.4.4. Knowing a commonly used foreign language at level B or higher;

2.4.5. Knowing how to use computers in management, operation, and professional work./.
