Regarding the functions, tasks, and organizational structure of the Fisheries Journal
MINISTER OF AQUATIC RESOURCES
Pursuant to the Press Law dated December 28, 1989 and the Law Amending and Supplementing Certain Provisions of the Press Law dated June 12, 1999;
Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;
Considering the proposal of the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. Position and Functions
The Fisheries Journal (hereinafter referred to as the Journal) is the theoretical information agency of the Fisheries sector, operating in accordance with the Law on Press and relevant state regulations and those of the Ministry of Fisheries; it has the function of providing information on theory, science, technology, environment, economy, and professional practices in the fisheries field; serving the management activities of the Ministry of Fisheries and the development of the Fisheries sector.
The Journal is a self-financing public service unit under the Ministry of Fisheries, subject to state management over press and publication activities by the Ministry of Culture and Information; it has its own seal, and is authorized to open accounts at the State Treasury and banks.
International trade name: Fisheries Review, abbreviated as FISHREVIEW.
The headquarters of the Journal is located at No. 10 Nguyen Cong Hoan Street, Ba Dinh District, Hanoi City.
Article 2. Tasks
1. Drafting and submitting to the Minister the long-term and annual program and plan of the Journal's activities related to theoretical information, science, technology, environment, economy, and professional practices in the fisheries field; implementing them after approval;
2. Editing, publishing, and distributing the Journal according to the schedule, in compliance with the permit and relevant legal provisions;
3. Providing information on research, theory, science, technology, environment, economy, and professional practices; announcing research results, inventions, and innovations in the fisheries field;
4. Exchanging information with domestic and international organizations related to fisheries; introducing domestic and foreign fisheries achievements;
5. Implementing financial, asset, and labor management of the Journal in accordance with the law;
6. Performing other tasks assigned by the Minister.
Article 3. Organizational Structure
The Journal shall have a Chief Editor and no more than two Deputy Chief Editors.
The organizational structure of the Journal includes:
1. Editorial Board - Secretary;
2. Reader Relations Department - Reporter;
3. Administrative Office;
4. Southern Representative of the Fisheries Journal
Article 4. Effective date
This Decision takes effect fifteen days from the date of publication in the Official Gazette and replaces the following documents:
Decision No. 372 TS/QĐ dated August 22, 1985 of the Minister of Fisheries on the establishment of the Fisheries Journal editorial office;
Decision No. 432 TS/QĐ dated December 17, 1990 of the Minister of Fisheries on the merger of the Fisheries Newspaper into the Fisheries Journal;
Decision No. 68/QĐ/BTS dated February 23, 2000 of the Minister of Fisheries on the merger of the Export-Import Fisheries Journal into the Fisheries Journal;
All previous regulations that conflict with this Decision are hereby abolished.
Article 5. Responsibilities for Implementation
The Head of the Office, Heads of Departments, Inspectorate, Units directly under the Ministry, Directors of Fisheries Departments, Departments of Agriculture and Rural Development responsible for fisheries, and the Chief Editor of the Fisheries Journal are responsible for implementing this Decision./.
